Report Coverage

This report focuses on South Africa’s cosmetics industry and includes information on the state of the sector, latest statistics, developments and investment. There are profiles of 90 companies including multinationals such as Unilever, Johnson & Johnson and Reckitt Benckiser, large retailers of cosmetics including Clicks, Dis-Chem Pick n Pay, Shoprite and Woolworths, and industry-focused companies such as Imbalie Beauty.

Introduction

According to the International Trade Centre’s Trade Map, South Africa exported cosmetics to the value of US$448.9m in 2019. Stats SA figures indicate the soap and detergents, cleaning and polishing preparations, perfumes and toilet preparations manufacturing sectors had an estimated turnover of R52.1bn in 2019, while the retail trade in pharmaceutical and medical goods and cosmetic and toilet articles had an estimated turnover of R95.8bn. However, the impact of the coronavirus pandemic and weak economic conditions continue to have a significant effect on the performance of the local cosmetics industry.

Strengths

• Availability of a range of natural ingredients.
• Government support for the manufacturing industry.
• Many well-established manufacturers, wholesalers and retailers.
• Strong contract manufacturing base and R&D capacity.
• The industry serves a broad spectrum of different target markets.

Weaknesses

• Lack of people with industry-specific technical and managerial qualifications.
• Manufacturing dominated by large multinationals.
• Reliance on imported inputs.

Opportunities

• Independent retailers are allowed to trade in shopping centres.
• Manufacture of men’s personal care products.
• Manufacture of natural products.
• Manufacture of vegan products.

Threats

• Competition from imports.
• Depressed domestic demand due to the impact of the coronavirus pandemic and weak economic conditions.
• Increasing cost of electricity, water, transport and labour.

Outlook

Data analytics company GlobalData expects the global cosmetics industry’s revenue to decrease by 10% in 2020, compared to 2019. Skincare and personal hygiene products are forecast to perform better than fragrance and make-up products, because less out-of-home socialising and working and the wearing of masks are reducing the demand for make-up. With many consumers having lower disposable incomes than before the coronavirus pandemic, there will probably be a move towards purchasing cheaper products in the future. The industry is expected to grow in 2021, but not to levels seen in 2019. Clicks expects consumer spending to reduce significantly due to the continuing impact of the lockdown, such as extensive job losses. Derek Cikes, commercial director at payments company Payflex, believes the increase in online shopping that started in the lockdown will continue.

Report Coverage

This report describes the cosmetics industry and the factors and trends that influence it. There are profiles of 69 companies including dominant players such as Unilever, which is the subject of corporate action by 25.7% shareholder Remgro, and Indigo Brands, the person care and beauty products division of AVI. There are profiles of companies such as Avon Justine and Avroy Shlain, members of the direct selling industry, which plays an important role in this sector, and numerous niche manufacturers such as Oh-Lief Natural Products.

Introduction

The cosmetics manufacturing industry has been under pressure from challenging economic conditions. Although the economy emerged from recession in late 2018, investors adopted a wait-and-see approach ahead of the general election. Rolling blackouts and uncertainty about the ability of the country’s power utility to supply enough electricity have affected business activity in the manufacturing sector. The value of the sector which includes the manufacture of cosmetics, perfumes and other personal care preparations is estimated at approximately R27bn at retail level and R20bn at manufacturing level. Impending legislation, proposed by the Department of Health in 2016, has yet to be promulgated. Industry associations are pushing for regulation harmonisation in Africa as a route to new market growth.

Strengths

• Availability of natural ingredients used in cosmetics.
• Entry into the market for small-scale niche manufacturers is relatively easy.
• Established packaging capabilities.
• Government support for the manufacturing industry.
• Strong contract manufacturing base including R&D capacity.
• The industry, comprising SMMEs, contract manufacturers and major multinationals, serves a broad spectrum of different target markets.

Weaknesses

• High percentage of imported final products as well as reliance on imported inputs.
• Industry domination by large multinationals.
• Quality control in the informal sector is lacking and many products are sub-standard.
• The recruitment and retention of staff with scarce skills is an ongoing challenge.
• Vulnerable to exchange rate volatility.

Opportunities

• Alternative distribution markets for cosmetics (salons, spas, direct marketing).
• Contract manufacture of cosmetic products for the tourism industry (hotels, lodges, B&Bs, etc.)
• Manufacture of men’s personal care products.
• Manufacture of organic products.
• Manufacture of specialised products such as natural products and ethnic personal care products.
• Regional demand and proximity to relatively untapped markets.

Threats

• Currency volatility and depreciation.
• Increasing competition from imports.
• The industry is vulnerable to domestic and global economic pressures, which invariably lead to a decline in consumer spending.
• The new draft regulations relating to the labelling, advertising and composition of cosmetics might threaten export opportunities for small companies.
• The proliferation of counterfeit goods poses a significant threat to the profitability of manufacturers.
• The volatility of raw material prices can significantly undermine profitability.

Outlook

The recent downward projection by the World Bank for South Africa’s growth to 1.3% is indicative of challenging trading conditions. Manufacturers of cosmetics, fragrances and other toilet preparations are expected to see their revenue growth constrained by poor consumer demand as a result of fuel hikes, electrical supply uncertainty, a fall in the rand exchange rate and high personal income tax rate. High levels of unemployment, low business confidence and political uncertainty have all affected demand. Innovation will be critical for manufacturers to attract market share, particularly in the natural beauty products category going. Impending promulgation of legislation regarding the labelling, advertising and composition of cosmetics will be a positive step for the industry but is expected to be challenging for the SME sector.

Report Coverage

This report focuses on the local cosmetics industry which continues to be dominated by major international companies such as market leader Revlon which has market share of approximately 31%. Profiles are provided for 72 industry players, including Unilever which is focusing on the growing market in sub-Saharan Africa and recently set up a new Africa Hub office in Johannesburg. Also profiled is small enterprise Sun Factor Laboratories CC, which manufactures and exports lip-balms and other toiletries under its own label, MEDILIP. The company also undertakes contract manufacturing and fills lip-balms and other toiletries for customers under their own label.

Introduction

Over the last two years the cosmetics industry has experienced an estimated compound annual growth rate of 4.6%. The value of the cosmetic industry has been estimated at R25bn at retail level and R18bn at the manufacturing level. The sector is showing growth of between 7% and 10% per year with substantial foreign investment occurring in the local black hair care and beauty market. Industry associations and government are addressing local regulations to encourage the growth of a vibrant and varied industry. This report is an overview of the cosmetic industry in South Africa and includes a section that focuses on the Italian industry.

Strengths

• A highly innovative sector.
• Investment by multinationals into products and technical expertise aimed at the black market.
• Locally manufactured products have a high level of international acceptance.
• Manufacture is of a high standard, the sector is soon-to-be regulated and supplies both local and export markets.

Weaknesses

• High percentage of imported final products as well as reliance on imported inputs.
• Industry domination by large multinationals.
• The imposition of the Ad Valorem Tax.

Opportunities

• Government support and incentives via IPAP.
• Growing black middle class locally and in the rest of Africa.
• Growing emphasis on environmentally friendly products and practices.
• Growing online customer base with increased opportunities for e-commerce sales.
• Low barriers to entry for grass roots start-ups.
• Opportunities for export to countries with growing GDPs.

Threats

•  Reduced consumer spending in a worsening economic climate.
• Continued difficulty in obtaining BABS and CITES permits.
• Political, social and economic instability in emerging markets means risk for companies expanding into these countries.
• Rising input costs and exchange rate volatility.

Outlook

The local cosmetic market appears buoyant and resilient going forward mainly because of the emerging black middle class. A noticeable trend is the investment in the black hair care and cosmetic market with a number of multinationals budgeting research and development for this. However there are substantial downside risks. Most of these are macroeconomic factors and include a poor power supply, high unemployment, a GDP of not more than 2.1% going into 2016 and the volatility of the Rand. However, export opportunities do exist in an international arena where economies are starting to show growth.

Introduction

The most recent estimate of the contribution of the cosmetic sector to manufacturing Gross Domestic Product (GDP) is 1% while a study commissioned by the Department of Trade and Industry (DTI) in 2012 estimates its contribution at retail level to be R25.3bn. This report focuses on the cosmetic manufacturing industry which has made substantial gains to overcome the effects of isolation and to become more efficient and competitive in the global arena. Industry associations and the government are actively working together to address competitive imbalances and to encourage the vibrant and varied industry to expand.

Strengths

• An innovative sector.
• Locally manufactured products have a high level of international acceptance.
• Manufacture is of a high standard, is self-regulated and supplies both local and export markets.

Weaknesses

• High percentage of imported final products as well as reliance on imported inputs.
• Industry domination by large multinationals.
• The imposition of the Ad Valorem Tax.

Opportunities

• Government support and incentives via IPAP.
• Growing black middle class locally and in the rest of African.
• Growing emphasis on environmentally friendly products and practices.
• Growing online customer base with increased opportunities for e-commerce sales

Threats

• Reduced consumer spending in a worsening economic climate.
• Rising input costs.Exchange rate volatility

Outlook

As the key drivers of the cosmetic industry are increased GDP and improved living standards, just below moderate overall growth is likely for the South African cosmetics sector according to a respondent from CTFA. The growing black middle-class and growing demand from regional markets also hold promise for a sector that is supported by government policies. Global demand for multifunctional products and men’s grooming products is expected to increase and the escalation of e-commerce as a distribution channel looks set to continue. More competition is likely as overseas companies use South Africa as a launching pad into sub-Saharan Africa where growth of 5.5% is expected in 2014. Regional spending power is predicted to reach $2-trillion by 2020, thus presenting opportunities “for companies with the right goods and services and an appropriate strategy.”
