Stats SA figures indicate 45,576 people were employed in the manufacture of plastic products in the fourth quarter of 2020, while the plastics and plastic products manufacturing sectors had a combined estimated turnover of R83.5bn in 2019. Data from the International Trade Centre’s Trade Map shows that in 2020, 708.8 kilotons (kt) of primary plastics worth US$703.8m, and 211.8kt of plastic products worth US$540.0m were exported. The impact of the coronavirus pandemic, weak economic conditions, rising input costs and growing concern about plastic products’ impact on the environment are some of the factors having a significant impact on the performance of local manufacturers of plastics and plastic products.

Outlook

The World Wide Fund for Nature (WWF) expects global plastics production to grow by 40% by 2030 as a result of the construction of several ethylene plants in China, the United States and Europe due to increased demand for packaging, especially in Brazil, China and India. Plastics Europe forecasts European primary plastics production will increase in 2021, but pre-coronavirus production levels will be reached in 2022 at the earliest, depending on demand. The Nova Institute expects global production capacity of bio-based polymers to increase from 4.6 million tons (Mt) in 2020 to 6.7Mt by 2025 due to increased demand for bioplastics in an effort to reduce the environmental impact of plastics. The WWF forecasts South Africa’s per capita consumption of plastic will increase due to urbanisation and growth in the number of middle-income households, while Jan Venter, CEO of the Southern African Plastic Pipe Manufacturers Association, believes the plastic pipe manufacturing sector will take several years to recover from the impact of the coronavirus pandemic as it waits for the implementation of large projects to start. He said: “We know from experience that implementation and roll-out take long. Even if the decisions are taken and approved today to invest in new infrastructure or to upgrade the existing pipe networks, it will still take several months before we start seeing the impact and results”.

Introduction

The South African plastic products sector converted 1.5 million tons (Mt) of virgin primary plastics and 313.8 kilotons (kt) of recyclate into plastic products in 2017, according to Plastics SA. Figures from the International Trade Centre’s Trade Map show that in 2018, 596.2kt of primary plastics worth US$786.0m, and 219.8kt of plastic products worth US$651.7m were exported. The latest Industrial Policy Action Plan (Ipap) stated that the plastics and plastic products industry contributed around R76bn to South Africa’s economy in 2016, which represented approximately 1.9% of the country’s gross domestic product (GDP) and about 16.5% of the manufacturing industry’s GDP. However, challenging macro-economic conditions compounded by rising input costs, and growing concern about plastic products’ impact on the environment continue to have a significant effect on the performance of the local plastics and plastic products industry.

• Only Sasol produces ethylene and propylene, the raw materials for PE and PP manufacturing.

Opportunities

• Increased use of plastic products in several sectors of the economy.
• Increasing demand for plastic products in the African market, driven by a growing middle class, the development of organised retailing, infrastructure development, and increasing urbanisation.
• The government considers the plastics and plastic products industry a priority industry.

Threats

• Depressed domestic demand due to low gross domestic product growth.
• Growing concern about plastic products’ impact on the environment.
• Increasing cost of electricity, water, transport, input materials and labour.
• Increasing imports of plastics and plastic products.
• The relatively small size of the local and regional markets.

Outlook

KAP Industrial Holdings expects global demand for primary plastics to continue to grow due to ongoing production of plastic products. Mpact expects low domestic demand for plastic products to continue in the short term, while carbon tax and above-inflation increases in electricity, water and other costs will affect the company’s profit margins.

According to Plastics SA the South African plastics sector converted 1.5 million tonnes (Mt) of virgin primary plastics and 309,520t of recyclate during 2016. Figures from the ITC’s Trade Map show that during the same year, 599,079t of primary plastics worth US$645.7m, and 223,189t of plastic products worth US$542.4m were exported. The latest Industrial Policy Action Plan (IPAP) stated that the plastics sector had a turnover of R75bn in 2015, contributed about 1.9% to South Africa’s GDP and accounted for around 16.5% of the manufacturing sector’s GDP. However, challenging macro-economic conditions compounded by rising input costs, and growing pressure to be environmentally responsible continue to have a significant impact on the performance of the local plastics industry.

Strengths

• The plastics industry has been identified as a priority sector in the DTI’s IPAP 2017.

Weaknesses

• A shortage of highly skilled employees.
• Energy-intensive production processes make producers vulnerable to high electricity costs.
• Import parity pricing of polymers has led to a decline in the downstream plastics manufacturing sector.
• Only Sasol produces ethylene and propylene, the raw materials for PE and PP manufacturing.
• The use of outdated production equipment by some producers, and too few advanced manufacturing practices are being applied.
• There is a small domestic and regional market.
• There is generally a lack of research and development in plastic products manufacturing.

Opportunities

• Demand for HDPE and PVC pipes is increasing in the areas of water distribution and sewage disposal.
• Designation of plastic products for public sector procurement.
• Higher demand for HDPE pipes in the future for use in natural gas distribution.
• Increasing demand for plastic products in the African market, driven by a rising population, increased urbanisation and the growth of organised retailing.

Threats

• Depressed domestic demand due to low GDP growth.
• Increasing costs of electricity, water, transport, input materials and labour pose a threat to the sector’s profitability and sustainability.
• Increasing imports of plastic products.
• Poor public perception of the plastics industry as it is viewed as a “polluter”.
• The planned introduction of a carbon tax.

Outlook

Local company, Master Plastics, expects a recovery in economic conditions in 2018, as the current economic and trading environment is displaying some signs of improvement. According to the company the better inflation figures and outlook, and the cutting of interest rates should lead to improved consumer confidence, which in turn should lead to increased demand for plastic products. Nampak forecasts that the local rigid plastics market will grow at a compound annual growth rate of 3.5% over the next five years. SAPPMA CEO, Jan Venter is optimistic about the future of plastic pipe manufacturing in South Africa, since various new markets and opportunities are coming to light as plastic pipes are being used in an expanding range of applications. Demand for HDPE and PVC pipes is also increasing in the areas of water distribution and sewage disposal, as more areas are being linked to existing infrastructure, and old or inadequate pipelines are being upgraded. Growing telecommunication networks, and a mooted natural gas distribution network are also expected to lead to an increase in future demand. Stakeholders believe it is possible that plastic pipes could capture market share from other materials.

Introduction

This report focuses on the manufacture of plastics and plastic products. The local plastics industry plays a significant role in the South African economy and was identified as a priority sector in the Department of Trade and Industry’s Industrial Policy Action Plan 2015/2016. The most recent statistics estimate that the annual turnover for the industry in 2013 was R50.4bn. However, challenging macro-economic conditions compounded by an influx of cheap imports, domestic price-fixing allegations, growing pressure to be environmentally responsible, as well as consumer health and safety issues, continue to have a significant impact on the development of the local plastics industry. The government has committed itself to improving the downstream sector of South Africa’s plastics industry which has been identified as having substantial growth and employment potential. The plastics industry employs approximately 60,000 people.

Strengths

• Energy-intensive production processes which makes it vulnerable to the high electricity costs.
• Import parity pricing of polymers has led to a decline in the downstream plastics manufacturing sector. Input costs and thus selling prices are high which result in increased imports.
• Increasing shortage of skills.
• Poor public perception of the plastics industry as it is viewed as a ‘polluter’ and the toxicity of certain products is still widely questioned.
• Reliance on imported feedstock.
• The culture of anti-competitive behaviour. Collusion and price-fixing scandals dog the industry.

Opportunities

• A growing middle class implies rising consumer demand for products in which plastics constitute a fundamental component due to their convenience.
• Adoption of new recycling technologies and the expansion of recycling capabilities, including the development of energy-from-waste capacity.
• Increasing demand for plastic products across all sectors in the African market, driven by infrastructural development, economic growth and rising living standards.
• Increasing use of plastics in automotive interior and exterior products, food packaging and medical products. Government’s infrastructure plans expected to stimulate growth in demand for plastic products in the construction sector.
• Lower feedstock prices as a result of shale gas exploitation.
• Strengthen link with downstream sector to establish base in domestic market and exploit opportunities for import substitution.

Threats

• Demand for electricity is higher than current supply. Frequent power outages disrupt the industry.
• Due to Sasol’s lack of profitability in the upstream plastics sector, the company could use the propylene emerging from its fuel-from-coal production process to produce more fuel rather than investing in producing polymers.
• Reduced import tariffs on finished goods increases the influx of imported products and threatens local manufacturing.
• Shortage of skilled manpower.
• Strike action during wage negotiations affects plastic companies manufacturing operations.
• The influx of cheap finished and semi-finished plastic products from countries such as China continue to pose a substantial threat to local companies.
• The volatility of both the local currency, as well as the oil price.

Outlook

Demand for plastics in Africa is increasing due to a growing construction market, rising population and increasing urbanisation. The African continent offers exciting opportunities and many companies are expected to explore new sub-Saharan markets. Locally there is also promise for the sector: as the country’s middle class expands, growth in the per capita consumption of polymers is predicted; government procurement and beneficiation of mineral resources, which includes polymers, have been identified as key drivers to unlock the economic potential of the plastics manufacturing sector; shale gas exploration and exploitation in the Karoo could provide low-cost feedstock to manufacture polymers; prospects for future growth in the recycling sector are good; and the development of energy-from-waste capabilities is expected to have a positive impact on the broader plastics sector. However, growth in the South African economy is expected to remain weak in 2015 and 2016 and the manufacturing sector remains under strain. Nothing significant has been achieved in attempts to assist the plastics industry to grow, create jobs and to achieve the anticipated outcomes associated with beneficiation. Support is provided for SMMEs but there is very low uptake of these services. Electricity supply issues, labour relations and volatility in the oil price are all of concern to stakeholders in the sector.
