Report Coverage

This report focuses on the manufacture of soap, cleaning agents, sanitising products, disinfectants, wax and polishes in South Africa and it includes information on the state of the industry, its response to the crisis, developments and corporate actions. There are profiles of 56 companies including multinational companies such as Unilever, Reckitt Benckiser, Colgate-Palmolive, Johnson & Johnson, Ecolab and Diversey. Major local players profiled include Tiger Consumer Brands, Bliss Brands and Shield Chemicals, and third party contract manufacturers including Dynachem and Beige.

Introduction

This report focuses on the manufacture of soap, cleaning agents, sanitising products, disinfectants, wax and polishes in South Africa, in the context of the coronavirus crisis. Soap and hygiene solutions are key to containing the spread of the virus, and producers of these products are playing an essential role in the pandemic response. Role players say that demand for cleaning products, sanitising agents and disinfectants soared prior to the start of lockdown on 27 March 2020, with bleach retail sales surging by as much as 138%. While some suppliers of industrial cleaning and sanitising products have reported subdued sales, others say that a flurry of deep-cleaning, disinfection and maintenance work undertaken during industry downtime has buoyed demand. The export value of soap and organic surface-active agents increased by 9% year-on-year to R6.75bn in 2020 and, with the pandemic continuing to drive regional demand for hygiene products, stakeholders say that there are opportunities to expand intra-African trade.

Strengths

•  The industry is highly innovative and there is a strong focus on R&D.
• Entry into the market for small-scale niche manufacturers is relatively easy.
• Locally-manufactured products are exported to other markets in sub-Saharan Africa.
• Several well-known global brands are locally-produced.
• The industry is well-established and it provides a wide range of products for different applications.

Weaknesses

• A number of manufacturers use chemicals that are harmful to the environment and which pose potential health risks.
• Manufacturers and suppliers in the informal sector are inadequately regulated.
• There is a shortage of staff with industry-specific technical and managerial skills.
• Various raw materials, including palm oil, are imported.

Opportunities

• Population growth, urbanisation and the growing middle-class will continue to drive demand for household and personal care products.
• Sustained demand for industrial cleaning and sanitising solutions.
• The coronavirus pandemic continues to drive demand for soap, disinfectants and other hygiene solutions.
• The development of natural, eco-friendly products and ‘green’ consumer chemicals.
• With trading under the African Continental Free Trade Area agreement underway as of 1 January 2021, analysts anticipate a significant increase in intra-African trade.

Threats

• Climate shocks.
• Economic turbulence, both domestically and globally.
• Health risks and continued pandemic-related disruption.
• Power outages and load-shedding
• Supply chain disruptions.
• The sale of counterfeit products.

Outlook

Stakeholders anticipate that strong demand for hygiene products and disinfectants will persist, despite the rollout of vaccines. They say that daily sanitising and disinfection is the “new normal” and is set to remain part of everyday life for some time to come. Local players are well-positioned to supply other markets in sub-Saharan Africa with personal hygiene and household cleaning products, along with institutional and industrial cleaning agents customised for specific industries. With trading under the African Continental Free Trade Area agreement underway, analysts anticipate a significant increase in intra-African trade.

Introduction

Personal hygiene products and cleaning agents have long been regarded as essential items on the South African shopping list. However, recent research suggests that this is no longer the case. Buckling under the strain of protracted economic pressure, the average South African consumer increasingly has to forego products that were formerly considered a necessity. Consumption patterns are set to be further disrupted by the emergence of an increasingly discerning and “woke” consumer force – Generation Z. Meanwhile, the millennial male is proving to be less averse to household chores and personal care regimes than his father’s generation, prompting many companies to discard traditional gender stereotyping.

Strengths

• Entry into the market for small-scale niche manufacturers is relatively easy.
• The formal South African soap and cleaning products sub-sector is a robust and highly developed industry, which manufactures a wide range of FMCG products, including global heritage brands.
• The industry is highly innovative and there is a strong focus on R&D.
• The industry, comprising SMMEs, contract manufacturers and major multinationals, serves a broad spectrum of target markets.

Weaknesses

• Numerous manufacturers continue to use chemicals that are harmful to the environment and which pose potential health risks.
• Quality control in the informal sector is lacking and many products are sub-standard.
• Shortage of staff with industry-specific technical and managerial skills.
• Various raw materials, including palm oil, are imported.

Opportunities

• Rising urbanisation and changing demographics, notably the growth of the emerging middle-class, has boosted demand for household and personal care products.
• The African market remains largely untapped. Rising demand for consumer products across the continent continues to be driven by population growth, the rapid rate of urbanisation, a growing culture of consumerism and rising living standards.
• The development of natural, eco-friendly products and packaging.
• The development of ‘green’ consumer chemicals in support of the Chemicals and Waste Economy Phakisa initiative.
• The manufacture of affordable soaps and detergents for low-income earners.

Threats

• The escalation of global trade tensions.
• The industry is vulnerable to domestic and global economic pressures, which put pressure on consumer spending.
• The proliferation of counterfeit goods poses a significant threat to the profitability of manufacturers.
• The volatility of raw material prices can significantly undermine profitability.

Outlook

The drive to make the industry cleaner, greener and more sustainable is set to gather momentum as Generation Zs enter adulthood. Some role players predict that demand for natural, eco-friendly personal hygiene and cleaning products will rise exponentially. Just as millennials are proving to be a significant consumer force, digitally-connected, woke Generation Z consumers are set to disrupt traditional consumption patterns. Stakeholders say that sustainability, ethical consumerism and product safety have become mainstream issues that manufacturers and suppliers ignore at their peril. Although the operating environment is expected to remain challenging over the medium-term, some analysts say that South Africa’s broad and fragmented market lends itself to the development of small and micro-sized manufacturing companies catering for niche markets such as natural household cleaning products and ethnic personal care product lines.

Introduction

In South Africa, the manufacture of soap and cleaning products, wax and polishes is a multi-billion rand industry that has proved to be an effective enabler of empowerment and small business development. However, although the progressive industry is highly innovative, many commentators have warned manufacturers to “clean up their act” as not enough has been done to protect both consumers and the local environment from the potentially hazardous chemicals contained in numerous personal care products and cleaning preparations. With digitally-connected middle-class Millennials emerging as a significant consumer force, some stakeholders say that sustainability is set to become a mainstream concern that manufacturers of home and personal care products must take into account.

Strengths

• Entry into the market for small-scale niche manufacturers is relatively easy.
• The formal South African soap and cleaning products sub-sector is a robust and highly developed industry, which manufactures a wide range of FMCG products, including best-selling global brands.
• The industry is highly innovative, with a strong focus on R&D.
• The industry, comprising SMMEs, contract manufacturers and major multinationals, serves a broad spectrum of different target markets.

Weaknesses

• Numerous manufacturers continue to use chemicals that are harmful to the environment and which may pose a health risk.
• Quality control in the informal sector is lacking and many products are sub-standard.
• The recruitment and retention of staff with scarce skills is an ongoing challenge.
• Various raw materials, such as palm oil, are imported.

Opportunities

• Rising urbanisation and changing demographics, notably the growth of South Africa’s emerging middle-class, has boosted local demand for household and personal care products.
• The African market remains largely untapped. Rising demand for consumer products across the continent continues to be driven by population growth, the rapid rate of urbanisation, consumerism and rising living standards.
• The broad and fragmented local market lends itself to the development of small and micro manufacturing companies that cater for specific niche markets such as natural products and ethnic personal care products.
• The development of ‘green’ consumer chemicals in support of the Chemicals and Waste Economy Phakisa initiative.
• The manufacture of affordable soaps and detergents for low-income earners.

Threats

• The industry is highly exposed to the volatility of the local currency.
• The industry is vulnerable to both domestic and global economic pressures, which invariably lead to a decline in consumer spending.
• The proliferation of counterfeit goods poses a significant threat to the profitability of manufacturers.
• The volatility of raw material prices can significantly undermine profitability.

Outlook

Trading conditions for manufacturers of soap, cleaning products, wax and polishes are expected to remain challenging over the medium-term. Analysts predict that the South African market will become increasingly competitive, as value-for-money retail house brands across all cleaning categories continue to erode the market share of heritage brands. However, premium branded products targeting high-income earners, as well as ‘green’ cleaning and personal care ranges, are generally expected to remain resilient to prevailing economic pressures. With stringent water restrictions set to remain in force in the Western Cape and the Eastern Cape, stakeholders anticipate that the critical water shortages in both provinces will have a negative impact on laundry care sales. The recent inauguration of the Chemicals and Waste Economy Phakisa by the South African Department of Environmental Affairs has been welcomed by environmentalists and health advocates who say that the formulation of a sustainable plan to address threats caused by consumer chemicals and waste is long overdue. Moreover, role players are cautiously optimistic that the government’s latest Phakisa will drive the growth of the country’s nascent ‘green’ cleaning products industry.

Introduction

The manufacture of soap, cleaning products, wax and polishes for the highly competitive South African market is the focus of this report. Although cleaning products remain out of reach of a great many South Africans, personal hygiene products as well as household cleaning agents and polishes are increasingly regarded as essential items by the 21st century South African consumer. Major multinational players continue to dominate the multi-billion rand industry, but contract manufacturers producing ‘value-for-money’ house brands for some of the country’s leading retailers are steadily increasing their market share. While the sub-sector remains robust, it is a complex industry that is not without its challenges.

Strengths

• The formal South African soap and cleaning products sub-sector is a robust and highly developed industry that manufactures a wide range of FMCG products, including best-selling global brands.
• The industry is highly innovative, with a strong focus on R&D.
• The industry, comprising SMMEs, contract manufacturers and major multinationals, serves a broad spectrum of different target markets. Entry into the market for small-scale niche manufacturers is relatively easy.

Weaknesses

• Numerous manufacturers continue to use chemicals that are harmful to the environment and that may pose a health risk.
• Quality control in the informal sector is lacking and many products are sub-standard.
• The recruitment and retention of skilled staff is an ongoing challenge.
• Various raw materials, including caustic soda, are imported.

Opportunities

•  Rising urbanisation and changing demographics, notably the growth of South Africa’s emerging middle-class, has boosted local demand for household and personal care products.
• Increased demand for consumer products in Africa, fuelled by population growth, the rapid rate of urbanisation, consumerism and rising living standards.
• The broad and fragmented local market lends itself to the development of small and micro manufacturing companies that cater for specific niche markets such as natural products and ethnic personal care products.
• The development of ‘green’ products.
• The manufacture of affordable soaps and detergents for low-income earners.

Threats

• The industry is vulnerable to both domestic and global economic pressures, which invariably lead to a decline in consumer spending.
• The persistent weakness of the local currency, as well as the depreciation of other developing market currencies.
• The proliferation of counterfeit goods poses a significant threat to the profitability of manufacturers.
• The volatility of raw material prices.

Outlook

Going forward the competitiveness of South Africa’s soap, cleaning products, wax and polishes industry is expected to intensify as manufacturers increasingly seek to market their products to low and mid-income earners. The ‘price wars’ in the local retail arena seem set to continue and many stakeholders say that the embattled South African consumer can look forward to some relief in the form of value-for-money promotional offers. The country’s emerging middle class is expected to continue to drive sales revenue growth of high-end products, such as automatic dishwashing tablets, while demand for ‘green’ product lines is expected to remain on a steady upward trajectory. Barring further deterioration of the country’s economic and political climate, analysts predict that revenue growth in the sub-sector will remain stable at around 4% over the medium-term.

Introduction

This report focuses on the manufacture of soap, cleaning products, sanitation agents, wax and polishes for the home care, industrial cleaning and personal care markets. In South Africa, these sub-sectors continue to be dominated by major multinational players. However, with the uptake of ‘value-for-money’ house brands in the retail sector, local contract manufacturers are increasingly making their presence felt. Certain small manufacturers, notably those serving the informal sector, have also made inroads into the market. Globally, the industry continues to be dogged by revelations pertaining to the use of potentially hazardous chemical inputs. Consumer awareness campaigns have fuelled the demand for safe, environmentally friendly products, prompting a growing number of manufacturers to develop ‘green’ product ranges.

Strengths

• The formal South African soap and cleaning products sub-sector is a robust and highly developed industry which manufactures a wide range of FMCG products, including best-selling global brands.
• The industry is highly innovative, with a strong focus on R&D
• The industry, comprising SMMEs, contract manufacturers and major multinationals, serves a broad spectrum of different target markets.

Weaknesses

• Numerous manufacturers continue to use chemicals that are harmful to the environment and which may pose a health risk.
• Reliance on certain imported raw materials, such as caustic soda.
• The recruitment and retention of skilled staff is an ongoing challenge.

Opportunities

• Increased demand for consumer products in Africa, fuelled by population growth, consumerism and rising living standards.
• Rising urbanisation and changing demographics, notably the growth of South Africa’s emerging middleclass, has boosted local demand for household and personal care products.
• The development of ‘green’ products.
• The manufacture of non-branded soaps and detergents for low-income earners in the informal market.
• The manufacture of personal care products specifically for Black South African consumers.

Threats

• A recessionary economic climate, coupled with the devaluation of the currencies of developing economies.
• The trade in counterfeit goods.
• The volatility of raw material prices.

Outlook

The roll-out of public housing and basic services, coupled with initiatives to promote hygiene, is expected to boost demand for affordable home care, industrial cleaning and personal care products. As consumption increases, analysts believe that small entrepreneurs will enter the informal market in growing numbers to serve the needs of low-income local communities. Meanwhile South Africa’s rising middle and upper middle classes will continue to drive sales growth of branded products and premium house brands. Companies will continue to expand beyond the borders of South Africa in search of new markets. Analysts believe that the industry will face growing pressure to improve its environmental footprint and that consumers will increasingly favour ‘green’ products over those that contain harsh chemicals. Several stakeholders believe that regulations governing the use of chemicals will be tightened and that certain chemical inputs may even be banned.
