Report Coverage

This report on Fleet Management includes information on the size and state of the sector and major influencing factors including the effects of coronavirus, economic factors and corporate actions and developments. There are comprehensive profiles of 34 companies including players in the banking sector such as Absa Vehicle Management Solutions, Bidvest Bank and First National Bank’s FNB Fleet Services, privately-owned and JSE-listed players including Eqstra (enX) and Fleet Africa (Super Group), Motus Corporation, Dikala Group and telematics players such as Cartrack, MiX Telematics, Ctrack and Netstar.

Introduction

According to the National Association of Automobile Manufacturers of South Africa (Naamsa), fleet sales accounted for 2.9% (377 vehicles) of total sales of just under 13,000 vehicles in May 2020, reflecting the impact of the lockdown on car sales. In June 2020, when car sales were allowed to resume, fleet sales increased to 3.7% (1,179 vehicles) of total sales of 31,867 vehicles. Privately owned, JSE-listed players and the fleet management divisions of the major commercial banks compete for market share in a market where the major customer segments, namely car rentals, government, companies and couriers, have been severely affected by coronavirus. Weak economic growth that was exacerbated by the lockdown may result in a reduction in fleets. Demand for courier services increased when e-commerce resumed in June 2020, but not all couriers have their own fleets.

Strengths

• An established local passenger car market is providing choice to fleet managers and owners.
• Banks are adequately capitalised to provide loans to fleets.
• Formation of partnerships with different players in the value chain to improve efficiencies.
• Technological innovations are driving improved efficiencies in the sector.
• The industry is well-supported by innovative technology and products for fleet management and crime prevention.

Weaknesses

• Fleet management is not a dedicated operational activity in most companies.
• The industry is vulnerable to price fluctuations of new and used vehicles.
• Weak economic conditions in sub-Saharan Africa affect performance.

Opportunities

• Partnerships with telematics service providers to increase competitiveness.
• The continuing trend by large companies to outsource the management of their fleet.
• The provision of consulting services in fleet management to existing and potential customers provides an opportunity to expand the business.

Threats

• Low economic growth.
• Rising operating costs are lowering profit margins.
• Vehicle theft and hijackings are adding to costs like insurance.

Outlook

The sector faces challenges created by reductions in fleet sizes driven by customers’ closures in a weak economic environment, and reduced demand if employees continue to work from home. The focus of fleet owners on fuel efficiency and low cost of ownership is expected to strengthen the adoption of telematics in vehicles. Commentators said the private sector will need to put pressure on government to provide infrastructure so that more electric cars can be produced in order to comply with lower carbon emissions targets.

Report Coverage

The Fleet Management report discusses current conditions including the increasing importance of technology and the use of telematics to improve the overall service provided by companies in the sector. Corporate actions, opportunities for SMMEs and factors influencing the success of the sector are discussed. Profiles for 28 role players are provided. These include new entrants such as 58Fleet (Pty) Ltd, which was launched in 2017 following a partnership between Imperial group’s Motus Corporation and Southern Palace group. The company is 51% black-owned and offers full maintenance leases, managed maintenance, operating rentals, sale-and-leaseback and short-term rentals. Also profiled are other B-BBEE companies supported by some of the major players in the sector, including Africa Best Fleet Solutions and Mozi Fleet, supported by Fleet Africa, Vuswa Fleet Services supported by Avis Fleet, and Amasondo Fleet Services supported by Eqstra Fleet Management.

Introduction

The report on fleet management covers the management of corporate and government fleets, with a focus on passenger cars. In this growing sector, which comprises 11% of the entire vehicle population of about 11.3 million vehicles, there are more than 40 fleet management companies competing for contracts from national and local government and the corporate sector. Broad-based Black Economic Empowerment (B-BBEE) requirements are a driver for new entrants. According to the Transport Education and Training Authority (TETA) the automotive trade industry, which includes the fleet management sector, provides employment to 6% of the working labour force of South Africa.

Strengths

• An established local passenger car market is providing choice to fleets.
• An integrated fleet management model has emerged which is not based on holding assets and reduces risk.
• Liquid banks can provide loans to fleets.
• Technological innovations are driving improved efficiencies in the sector.
• The industry is well-supported by innovative technology and products for fleet management and crime prevention.
• Well-established companies provide support for fleet management SMMEs and local suppliers.

Weaknesses

• Customers are not fully utilising the features of telematics products in order to experience cost benefits.
• Fleet management is not a dedicated operational activity in most companies.
• Sector is governed by complex new regulations such as AARTO, B-BBEE requirements, tyre levies and toll fees.
• Susceptibility to rising input costs and the industry is vulnerable to price fluctuations of new and used vehicles.

Opportunities

• Expansion into Africa as there is little competition.
• Partnerships with telematics service providers to increase competitiveness.
• The continuing trend by large corporate companies to outsource the management of their fleet.
• The formation of partnerships with different players in the value chain in order to improve efficiencies.
• The provision of consulting services in fleet management to existing and potential customers provides an opportunity to expand the business.

Threats

• Low economic growth in the country.
• Rising operating costs are lowering profit margins.
• Vehicle theft and hijackings as well as fraud are adding to costs like insurance.

Outlook

Analysts see growth in the fleet management sector being driven by technological developments and the increase in the number of companies wishing to outsource the management of their fleets. The focus by fleet owners on fuel efficiency and low cost of ownership is expected to strengthen the adoption of telematics in vehicles. Furthermore, analysts expect the enforcement of relevant regulations and the entry of vehicle OEMs through partnerships and acquisitions to increase the deployment of telematics in the sector. Role players believe that the acquisition of companies essential in the value chain will continue and mentioned the opportunities for growth in the provision of consulting services and in expansion in the rest of Africa.

Report Coverage

The Fleet Management report details the current state of the sector, recent corporate activity and contracts awarded, and factors influencing the success of the industry. The report also profiles ten players in the market, including the seven main companies that offer FML services: Absa Vehicle Management Solutions; the Barloworld subsidiary, Zeda Car Leasing t/a Avis Fleet Services; Bidvest Bank; Eqstra Fleet Management, the product of an Imperial unbundling in 2008; FleetAfrica, which is part of SuperGroup; Imperial Fleet Management, the result of a joint venture between Imperial and Wesbank in 2010; Standard Bank Fleet Management; and Wesbank.

Introduction

This report focuses on the management of corporate and government fleets and the main companies involved in this sector. According to Eqstra Fleet Management (EFM), an estimated 11% of a total vehicle population of 11.5 million vehicles are lease passenger vehicles. While buy-in into full management leasing (FML) applications in South Africa remains low relative to international standards there is growing market awareness of the need for fleet management products and services.

Strengths

• 70% of all cars purchased are for corporate and parastatal companies which outsource fleet management services.
• A new integrated fleet management model has emerged which is not based on holding assets.
• As in the case of Imperial, leverage is gained from synergies between partner companies which have arisen due to consolidations in the industry.
• The industry is well supported by innovative technology and products for fleet management and crime prevention.

Weaknesses

• Complex new regulations such as AARTO, BBEEE requirements, tyre levies and toll fees.
• Susceptibility to rising input costs.
• The industry is vulnerable to price fluctuations of new and used vehicles. Dependency on an asset – based system and on one type of client such as the State.

Opportunities

• Although South Africans have been slow to choose the leasing option, this is likely to change following international trends.
• Expansion into Africa as there is little competition and the promise of good returns.
• Further improvements in technology to meet market needs.

Threats

• AARTO, which could be a major risk because of the 12 point demerit system.
• Depressed economic environment.
• In danger of being over-regulated and over-taxed.
• Not being able to access the latest Euro fuel technology.

Outlook

The outlook for car sales going forward is “flat” and this is not expected to change in the foreseeable future. Naamsa car statistics point towards negative growth based mostly on a depressed wider economy. Commodity prices remain low and consumers are highly indebted with not much respite in the face of increased interest prices and inflation. A reduced petrol price, however, has been well-received. Fleet Management companies are forging ahead with cost-cutting and expansionary strategies. EFM’s 2018 goals include expansion into Sub-Saharan Africa and Europe, intelligent fleet management, and a continuing focus on deriving revenue from services rather than from assets. Super Group and Fleet Africa intend to grow through “strategic acquisitions” complementary to their existing core business with selected African expansion and opportunities outside South Africa as a focus. Fleet management packages which assist fleet managers to navigate a complex array of issues and which provide a measurable return on investment are proving popular. Fleet management companies Avis and Eqstra have adapted and are adapting their fleet management models accordingly. A more customer-centric trend is likely to occur more widely in the future as companies wait for the economic tide to turn.
