Coronavirus has had a massive impact on the film industry as cinemas closed, filming stopped initially and online streaming and gaming burgeoned. Local television production was declared an essential service and continued with restrictions.

Dominance of the Big Players

The biggest obstacle to a flourishing industry in South Africa is the stranglehold that the broadcasters have on the sector in terms of ownership of content. This is changing as the monopoly that the SABC, M-Net and eTV have is being challenged because of the streaming opportunities presented by Netflix in particular. Local film companies are now able to secure deals with global reach.

Barriers to Entry

Content creation is capital intensive and requires high level technology and high level skill sets, and professional film schools are costly. The film industry relies heavily on the broadcasters to secure money for production. Filmmaking is resource intensive and securing funds to produce films is highly competitive, as is funding for marketing and distribution. But technology is increasing accessibility and making production more cost-effective, and it is relatively easy to set up a small-scale film company.

This report focuses on the film industry as well as the animation and gaming sectors. The South African film and television industry contributed an estimated R5.48bn to the South African GDP in 2016/17, an increase of 5.7% over 2015/16. There were 23 South African films released in 2017 with box office earning of R45.2m, a 35% decline on the previous year. Only 4% of tickets purchased are for locally-made movies. The South African film industry has not shown much growth, with total expenditure decreasing to R4.4bn in 2016/17 from R4.6bn in 2013/14.

Current Developments

This report examines current developments including the roll-out of digital terrestrial television, the effect of changes to local content quotas, the effect of the exchange rate on industry costs, and the extent of government support for the sector, which it identified for funding due to its capacity to create jobs. Other developments include the Western Cape experiencing a 40% decline in film production since the 2017 season due to the drought in the region and ongoing concerns about slow pace of transformation in the sector and the lack of skills transfer.

The most recent figures available indicate that the film industry contributed R3.5bn to the South African economy in 2012 and grew 14% per annum between 2007 and 2012. Showing phenomenal growth is the gaming industry, which generated revenue of approximately R53m in 2014, an increase of 82% from 2013.

Positive Developments

Government has identified the film industry as a vehicle to create employment and as a result, has implemented funding to support domestic and emerging filmmakers, and tax incentives to attract international filmmakers. High quality infrastructure and highly skilled crew and support staff have resulted in growing demand from international producers for the use of South Africa’s filmmaking facilities. Competition among television content producers for commissions from broadcasters is also expected to increase when DTT migration happens by 2017. The local animation industry received a boost after the international success of Triggerfish’s first feature film Adventures in Zambezi, and the gaming sector continues to grow as mobile and device adoption increases.
