The Liquor Industry in South Africa

Retail revenue in the liquor industry, which is still recovering from alcohol bans during the pandemic, declined in 2022. The poor economic outlook and power cuts are likely to result in a slowdown in liquor sales, and the wine industry is already attributing the recent lower harvest to energy shortages. The wine industry faces a long-term decline in the number of producers and area under vineyards, as well as other challenges such as land reform and climate change. Globally the wine drinking population is also declining. The illicit alcohol industry has grown in recent years particularly following alcohol bans during the pandemic.

Foreign Ownership

Competition in the sector is set to increase following approval in March 2023 of Heineken’s €2.4bn acquisition of Distell and Namibia Breweries, a deal which increased the share of revenue that goes to foreign owned companies in the sector to more than three-quarters of total liquor revenue. Heineken’s acquisition will create a new regional group to compete with larger rival AB InBev and spirits producer Diageo.

Trends

Online sales make up a very small percentage of liquor sales, but are growing, mostly among young affluent consumers. The premiumisation trend continues apace, with premium brands growing faster than affordable brands. While it remains a small but noticeable trend in South Africa, mostly confined to middle class consumers, the low and no-alcohol beverages market is growing globally.

The Liquor Industry in South Africa

Since the onset of the pandemic in March 2020, South Africa’s liquor industry has been subjected to four liquor bans and several periods in which liquor trading was restricted by the government. It is estimated that the bans and trading restrictions cost the industry over R45bn from March 2020 to July 2021. Total local liquor consumption (including Botswana, Lesotho, Namibia and Eswatini) decreased by 18% in 2020. The pandemic has also accelerated growth in no-alcohol and low-alcohol beverages, and led to an increase in ecommerce sales.

Retail

Supermarket groups Spar, Massmart, Shoprite and Pick n Pay have come to dominate liquor retail and incrementally taken share from independent bottle stores following their aggressive expansion into the sector. Woolworths has recently entered the market with its first standalone store. However, the large retailers all reported a decline in liquor revenue because of the liquor bans. Taverns continue to represent a large part of the sector.

Wine

South Africa is the world’s seventh biggest wine producer and a significant employer in wine-growing regions. Wine sales declined by more than 10% in volume terms in 2020, with domestic sales only marginally ahead of export sales. Despite lockdowns and alcohol bans, wine exports, excluding those to neighbouring countries, grew in revenue terms in 2020. While the annual grape harvest increased, the number of wine producers, wine cellars and land under cultivation continue to decline. Wine experts warn that with the continuing decline in new plantings as a result of farmers coming under increasing financial pressure, the industry may soon find itself facing shortages of some varietals.

Liquor Industry

South Africa’s liquor industry is considered mature and dominated by large global companies. The top liquor players, those which produce and distribute beer wine and spirits, all have strong brands, which gives them pricing power, which is enhanced through premiumisation. The top five companies, AB InBev, Distell, Heineken, Diageo and Namibian Breweries, collectively have a significant percentage of the local legal retail liquor market.

Industry Trends

Premiumisation through marketing or the creation of new premium variants is resulting in sales and profitability increasing faster than volume. New products, including craft products, zero alcohol, zero calorie and zero carbohydrate sparkling water beverages infused with cannabis derivatives are increasing. But the more than 215 craft breweries accounted for less than 1% of the local beer market. The beer segment continues to dominate the market compared to wine and spirits. The Department of Trade, Industry and Competition estimates that only 20% of informal liquor traders have applied for a licence.

Wine Trends

The wine industry has a much lower level of concentration than other liquor segments. South Africa is seen as a ‘new world’ wine producer along with countries such as Australia, Chile and Argentina. Over the ten years from 2008 to 2018, the number of wine producers declined by 33.6% and wine cellars declined by 7.7%, as drought and declining yields in the Western Cape increasingly render local growers and wine producers in the region unsustainable. Export sales volumes have declined but not export revenue, indicating positive international demand and acceptance of local wine.

The Liquor Industry

The South African liquor industry, including manufacture, wholesale and retail, is valued at between R106.1bn and R129bn. The industry is considered mature and growth is largely organic. Total 2017 liquor consumed was almost 4.24 billion litres, reflecting growth of 1.9% over 2016, driven by a growing population, aggressive expansion in retail liquor and product premiumisation. Growth is expected in 2018 despite the poor economic climate and will be aided by currency weakness reflected in rising exports.

Industry Developments

The Liquor Amendment Bill is expected to have a significant effect on the sector. In the wine industry, there is an ongoing decline in primary grape producer numbers and area under vines as the sector remains largely unsustainable at current input cost levels. The illegal and illicit liquor trade continues to have a major impact on the industry and the fiscus, and it is estimated that approximately 50% of liquor consumed in sub-Saharan Africa is produced illegally. The expansion of major grocery retailers’ liquor brands, including Tops and LiquorShop, has substantially changed liquor retail in South Africa. The burgeoning craft gin industry indicates there is still room for new players and growth and innovation in the industry.

The Liquor Industry

The South African liquor industry, which includes the manufacture, wholesale and retail of beer, wine, spirits and flavoured alcoholic beverages, was valued at an estimated R106.1bn in 2016. Beer sales dominated the sector, accounting for 56.1% of the value of liquor sales and nearly 80% of the volume. South Africa’s alcohol consumption rate has climbed in recent years making the country the third-largest consumer of alcohol in Africa and according to the World Health Organisation (WHO), the 19th-biggest in the world.

Merger Between SABMiller and AB InBev

The much anticipated merger between South African Breweries (SABMiller) and Anheuser-Busch InBev (AB InBev) was completed in October 2016. InBev AB paid R1.9-trillion for SABMiller, forming a new holding company, Newco. Conditions imposed on AB InBev by Competition Authorities include an investment of R1bn into the provision of support to 800 small, emerging farmers, the retention of the current 6,000 employees for a period of five years and the disposal its 26.4% stake in Distell.

Changes in the Retail Sector

Over the last decade the country’s largest supermarket chains have increased their dominance in the liquor sector. The expansion of Spar’s TOPS, Shoprite/Checkers’ Liquor Shop, P’nP Liquor, Woolworths Wine and Spirit Stores and Massmart’s Game Liquor has meant that an estimated 70% of independent liquor retailers have already shut down and approximately 60,000 jobs have been lost.

The Manufacture, Wholesale and Retail of Beverages in South Africa

The South African liquor industry was valued at an estimated R96.5bn in the 2014/2015 financial year. A study commissioned by the Industry Association Responsible for Responsible Alcohol Use published in 2015 found that approximately 90,000 people were directly employed in the industry and more than 500,000 employment opportunities could be directly or indirectly traced back to the production and sale of liquor.

A Nation of Beer Drinkers

South Africa remains a nation of beer drinkers with beer representing 77.7% of all alcohol consumed in 2015 in terms of volume, and 54.6% in terms of value. Beer sales of 3.1 billion litres were worth R52.7bn. These figures exclude the home-brewed sorghum beer manufactured by informal beverage producers and sold at informal and often unlicensed taverns and shebeens, which is estimated to account for two-thirds of all sorghum beer consumed.

Challenging Conditions

Challenging trading conditions in a depressed economy mean that on the whole, per capita consumption of alcohol decreased by 1% between 2014 and 2015. Consumers are under pressure due to high unemployment levels at around 25%, high food inflation, transport and electricity increases and limited growth in income. High debt levels further reduce disposable income, thus affecting sales of alcohol, especially premium brands. For these reasons, manufacturers are turning their attention to the export market in Africa and to the growing market for beer in the emerging economies of China, the Philippines, Thailand and Brazil.
