The Telecommunications Industry and Retail of Devices in South Africa

Telecoms revenue is beginning to slow in South Africa and there is concern that poor economic growth could affect consumer spending, including on mobile devices. Demand for data has fallen back to pre-pandemic growth levels, which experts attribute to the return to office or to hybrid work. As traditional voice and data revenue slows, telecoms companies are investing in services such as fintech to grow revenue. Operators continue to invest heavily in fibre and the rollout of 5G mobile networks.

Telephony and Internet

There are over 100 million mobile subscriptions in the country. As this includes machine-to-machine connections and entities with multiple subscriptions, per capita mobile penetration is likely much lower. The percentage of households with landlines fell to below 10% in 2020, and the widespread use of mobile phones means that less than 2% of households have no access to a phone of any kind. The number of smartphone subscriptions continues to increase.

5G and Fibre Capex

5G rollout has continued since Vodacom and MTN launched 5G in 2020, and industry players expect that the number of base stations could double in the next decade. Fibre rollout accelerated in 2021 as demand for broadband internet grew, and operators have been extending fibre to outlying areas and in townships. Challenges for fibre companies include access to capital, speed to roll out and red tape in getting municipal approval, the quality of the fibre service offered and the customer service.

The Telecommunications Industry and Retail of Devices

While data traffic has risen significantly, particularly during lockdown, prepaid subscriber numbers have fallen and some operators have reported a decline in service revenue. Experts in the sector believe a new bid for high frequency spectrum which is set to conclude by 31 March 2021 will bring down the cost of data and increase competition in the sector. Voice’s contribution to overall revenue is falling, with the decline being offset by growth in mobile data income. However, data prices are also slowly falling and the intensive-user market of wealthy and contract customers is increasingly mature. The majority of subscriber growth is in the lower-revenue prepaid segment.

Devices

The sale of devices, particularly smartphones, is a key aspect of mobile operators’ business strategy. While device sales earn significant revenue for the networks each year, many devices are heavily subsidised and much of their importance lies in the ability to drive growth in data traffic and demand. There are about 53 million active smartphones in South Africa and smartphone penetration continues to grow. Devices such as smart watches and fitness trackers are not yet very common, but ownership has increased noticeably. Large players have introduced relatively cheap smartphones or “smart” feature phones in an effort to drive smartphone uptake and increase the number of data-enabled devices on their networks.

The South African telecommunications sector grew by over 14% and was worth R187bn in 2018. Mobile subscriptions, device ownership, and internet penetration continues to grow and the majority of service revenue growth is due to double-digit increases in the value of data. South Africa’s fibre and data centre markets are expanding rapidly.

Widespread Disruption

Telecoms companies are having to adapt to widespread disruption; the structural shift from voice to data is undermining traditional margins, and increases in data traffic are being offset by a proportional decline in effective data prices. The market is maturing and operators are having to compete to grow their share of the prepaid and lower-income markets, from which the majority of future growth is expected to come. Investment in the sector is highly influenced by South Africa’s poor economic growth, regulatory changes and technological developments.

The Telecommunications Industry and the Retail of Devices

Excluding broadcasting and postal services, the telecommunications industry was worth R148.8bn in 2016, with its value increasing by 1% year-on-year. The sector contributed 2.7% to GDP and employed 26,669 people, according to the Independent Communications Authority of South Africa (ICASA).

Changing Consumer Spend

There is a clear shift towards mobile over fixed-line connectivity, as well as internet over voice services. Mobile data revenue increased significantly, more than 25% year-on-year, while mobile voice revenue declined by 5.9% in 2016. In 2010 mobile spend on voice accounted for 77% of total mobile revenue, with data at just 8%. As of 2017, data now accounts for between 40% and 43% of mobile service revenue, and voice has fallen below 50%. All of the large mobile operators have identified data and mobile broadband as the key growth area of their businesses and have invested heavily in infrastructure to increase the coverage and speed of their networks. Local investment reached R28.1bn in 2016, from R24bn in 2015. Of this total, 68% was invested in mobile communications services and network expansion, 18% in fixed broadband services and network, and just 1% was spent on fixed-line telephone and voice infrastructure.

The Telecommunications Industry and Retail of Devices

Although telecommunications formally includes a vast array of sub-sectors, including radio and television, this report emphasises telephony, internet and broadband, and the infrastructure that supports them. With a 2.1% contribution to GDP, telecommunication services were worth R176bn in 2015 and the sector employs some 103,300 people.

A Growing Sector

The local sector is expanding, continuing to grow its subscriber base and improve infrastructure. The industry is also increasingly competitive, with the difference in market share between the largest mobile operators decreasing. However, major operators faced a challenging year in 2015, with local revenue falling slightly as a result of ICASA-mandated cuts to mobile termination rates, generally poor voice performance and constrained consumer spend. The falls were offset by significant increases in data revenue and strong regional performance. Data growth precipitated mainly by an increasing smart device penetration is driving heavy capital expenditure aimed at expanding and upgrading network infrastructure.

Access to Radio Spectrum

Despite telecommunications being one of the fastest growing sectors in South Africa, the industry is plagued by concerns regarding the availability of access to radio spectrum required to meet increased demand for high speed mobile broadband services. While the DoC and ICASA have published regulation covering the procedure for the release of in-demand spectrum, disagreements between the two, combined with the serious delay in digital TV migration have delayed real progress. Access to spectrum is being further delayed because the two bodies disagree whether the valuable 2.6GHz – 3.5GHz frequency should be put up for auction or awarded to an operator by some other means.
