Introduction

This report examines the wholesale and retail trade in construction materials in South Africa and provides a disaggregated analysis of a number of key products within the industry. Building materials are a key input for residential and commercial building, as well as large civil engineering projects, and sales totalled over R198bn in 2019. The industry employs over 45,000 people and has important linkages with downstream mining and manufacturing. Players face rising competition and an increasingly challenging trading environment due to ongoing low levels of economic growth and the decline of the construction sector.

Strengths

• Despite facing huge challenges, South Africa’s construction and building sector is one of the most developed on the continent, providing building materials distributors with a large customer base.
• High levels of vertical integration drive efficiency across the value chain.
• Significant local manufacturing capacity for building materials, including a number of integrated manufacturer/wholesalers.
• Well positioned to distribute materials into regional Africa.
• Widespread retail and wholesale distribution footprint.

Weaknesses

• Increasingly competitive retail trading environment.
• Manufacturing activities are capital- and energy-intensive.

• Growing share of online trading and e-commerce.
• Proposed increases in government and private sector infrastructure spending.

Threats

• Cheap imports of bulk materials from China.
• Continued contraction of construction sector and business failures of construction companies.

• Ongoing economic headwinds.
• Policy uncertainty regarding expropriation may continue to undermine building activity.
• Poor governance and financial position of state-owned enterprises.

Outlook

Building materials distributors described 2019 as one of the most difficult trading years in the industry’s history and confidence levels across the value chain reached a number of record lows. Stagnant economic growth has pressured consumer spending while the ongoing contraction of the construction sector has resulted in job losses and a number of business failures that are expected to reduce demand for building materials in the future. The shaky financial position of many state-owned enterprises has resulted in frequent late or non-payment of suppliers, while increasing imports of cheap cement and steel products from China have pressured wholesalers. The major retail brands such as Cashbuild, Massbuild, and Italtile report that competition is on the rise and they do not expect a meaningful improvement in business conditions in the short-term. \r\n\r\nNevertheless, many players have delivered positive, if muted, results and have continued to invest in their retail footprint and manufacturing capacity. E-commerce is showing strong growth and distributors are investing in technology, value-added services and the in-store customer experience. The South African government has committed to ongoing infrastructure spending and the rehabilitation of state-owned enterprises. While welcoming the announcements, stakeholders stress than a potential recovery remains contingent upon the effective implementation of reforms, and is likely to take some time.\r\n

Introduction

This report focuses on the retail and wholesale of construction materials in South Africa and provides a disaggregated analysis of key categories within the building materials sector including cement, concrete, steel, bricks, paints, glass and tiles. Wholesale trade totalled some R123bn in 2016 while retail sales of hardware, paint and glass were worth R68.3bn. The sector is heavily reliant on the construction industry and continues to rely upon improved government infrastructure expenditure and an upturn in the private and residential building market to provide the conditions for growth.

Strengths

• Integration between wholesalers and retailers gives firms the ability to supply in bulk to contractors of all sizes.
• Local manufacturing capacity of many wholesalers.
• Positioned to take advantage of growth in African demand for building materials.
• Strong government support for the construction and materials industry.
• Widespread retail and wholesale footprint covering the majority of the country.

Weaknesses

• Relatively high barriers to entry.
• Significant logistical and transport costs.
• Very dependent on activity in the construction industry and government infrastructure spending.
• Vulnerable to exchange rate and imports.

Opportunities

• Carbon Tax will drive demand for green building materials.
• Enforced procurement of locally manufactured steel products by SoEs.
• Expansion into Africa.
• Expansion of retail stores catering to the lower-LSM market.
• Increasing government infrastructure expenditure.

Threats

• Cheap imports and over-supply related to imports, as seen particularly in the steel and tile segments.
• Continued depressed activity in construction and slow roll-out of state infrastructure projects.
• Continued recession.
• Political instability undermining consumer and building confidence.

Outlook

PwC notes that the necessary conditions for a prolonged and stable resurgence in the materials market are increasing construction activity, state and private expenditure, and GDP growth to drive consumer spending. However, while government budgets have given priority to construction and infrastructure investment, shortfalls and delays have undermined progress and instead of improving, economic growth has slowed and the country is technically in a recession. Although the retail and wholesale trade in construction materials has continued to grow year-on-year, Italtile stated in 2016 that “the market conditions are the worst yet” and many major players have reported slowing or negative growth. Despite cost-cutting measures and the expansion of retail buoyed by lower-LSM spending, the outlook for the sector remains contingent upon the recovery of the construction industry proper. As noted by the Southern African Institute for Steel Construction, this recovery will depend primarily on government implementing its major projects, and an improvement in the South African economy.

This report focuses on the wholesale of construction materials which is worth approximately R70bn annually according to Statistics South Africa. The industry has faced tough market conditions in recent years resulting in lower margins but the anticipated government infrastructure investment, though slow to roll out, is expected to provide momentum for the recovery of the domestic industry.

Strengths

• Flexibility in supply: ability to supply in bulk to larger customers directly from manufacturing plants or Just in Time (JIT) supply to retailers and small wholesalers.
• Wholesale model is adaptable and many wholesalers have\nadded manufacturing and/or retail operations to their operations.

Weaknesses

• Reliant on activity in the construction and building industry.

Opportunities

• African countries are potential markets for expansion by\nSouth African companies.
• South African government committed to invest in\ninfrastructure and low-cost housing, schools, hospitals and\nprisons in coming years.

Threats

• Delay in government tenders for infrastructure and construction projects.
• Difficulty attracting and retaining key personnel and qualified employees can impede ability to execute business plan and growth strategies.
• Slower than expected recovery of the construction industry.

Outlook

Industry players anticipate that the demand for construction materials will recover slowly after years of constrained demand. An industry player remarked that demand for construction materials “can only get better.” On the positive side, players expect government to roll-out the infrastructure programme within 18 months, which will increase the demand for construction and building materials. On the negative side, the South African government’s growth forecast of only 2.7% in 2014 and an increase in interest rates could limit demand for residential housing and commercial construction projects. Therefore it is expected that market conditions will remain competitive over the short-term, forcing players to focus on cost containment to improve margins in a more competitive lower volume environment. To offset limitations of the constrained South African economy, some players mentioned that they will continue to pursue opportunities in key African markets.
