Companies range from the three dominant manufacturers of primary plastics, Sasol Polymers, Safripol and Hosaf, to 48 manufacturers of plastic products, including SMME, Pipeflo (Pty) Ltd which manufactures High-density polyethylene (HDPE) pipe fittings used for irrigation, and large company Transpaco with revenue of more than R1.6bn, which in December 2017 acquired 100% of the Future Packaging and Machinery group.
The Manufacture of Plastics and Plastic Products
According to the latest Industrial Policy Action Plan (IPAP) the South African plastics sector had a turnover of R75bn in 2015, contributed about 1.9% to GDP and accounted for around 16.5% of the manufacturing sector’s GDP. The latest available statistics show that the domestic plastics industry converted 1.5 million tonnes of virgin primary plastics and 309,520t of recyclate during 2016. The sector, which is divided into the capital-intensive manufacture of primary plastics and the downstream manufacture of plastic products, employs almost 58,000 people.
Growing Trade Deficit
In support of the plastics sector, a number of key action programmes were listed in the latest IPAP. These include designation and localisation where the government aims to achieve 75% local content in public procurement of plastic products. The introduction of a Plastics Components Cluster, numerous trade policy measures and the Plastic Exports and Import Replacement Programme are all expected to aid the sector which has experienced a growing trade deficit. This increased to approximately R15bn in 2016 with the value of total imports reaching almost R34bn.
