This report on the manufacture of plastics and plastic products describes the state of the industry and the factors that influence it, including latest available statistics and information on environmental concerns and continental and international information. There are comprehensive profiles of 55 companies. These include Sasol and KAP Industrial Holdings, that dominate the production of primary plastics through Sasol Polymers and Safripol respectively, and major producers RPC Astrapak, Nampak, Alpla, Mpact and Transpaco, whose subsidiary East Rand Plastics is Africa’s largest manufacturer of refuse bags.
Introduction
The South African plastic products sector converted 1.5 million tons (Mt) of virgin primary plastics and 313.8 kilotons (kt) of recyclate into plastic products in 2017, according to Plastics SA. Figures from the International Trade Centre’s Trade Map show that in 2018, 596.2kt of primary plastics worth US$786.0m, and 219.8kt of plastic products worth US$651.7m were exported. The latest Industrial Policy Action Plan (Ipap) stated that the plastics and plastic products industry contributed around R76bn to South Africa’s economy in 2016, which represented approximately 1.9% of the country’s gross domestic product (GDP) and about 16.5% of the manufacturing industry’s GDP. However, challenging macro-economic conditions compounded by rising input costs, and growing concern about plastic products’ impact on the environment continue to have a significant effect on the performance of the local plastics and plastic products industry.

• Wide range of end-users, with plastic products used in most sectors of the economy.
Weaknesses
• A general lack of research and development in plastic products manufacturing.
• A lack of advanced manufacturing practices and the slow upgrading of technology.
• A shortage of skilled employees.
• Energy-intensive production processes make producers vulnerable to high electricity costs.
• Only Sasol produces ethylene and propylene, the raw materials for PE and PP manufacturing.
Opportunities
• Increased use of plastic products in several sectors of the economy.
• Increasing demand for plastic products in the African market, driven by a growing middle class, the development of organised retailing, infrastructure development, and increasing urbanisation.
• The government considers the plastics and plastic products industry a priority industry.
Threats
• Depressed domestic demand due to low gross domestic product growth.
• Growing concern about plastic products’ impact on the environment.
• Increasing cost of electricity, water, transport, input materials and labour.
• Increasing imports of plastics and plastic products.
• The relatively small size of the local and regional markets.
Outlook
KAP Industrial Holdings expects global demand for primary plastics to continue to grow due to ongoing production of plastic products. Mpact expects low domestic demand for plastic products to continue in the short term, while carbon tax and above-inflation increases in electricity, water and other costs will affect the company’s profit margins.
