The Broadcasting Industry and Manufacture of Decoders in South Africa

Digital platforms have been evolving and consumer behaviour and preferences are shifting in terms of how people consume content. TV and radio broadcasting is now made up of many subscription/pay TV, free-to-air, satellite, commercial, and community broadcasters, over the top providers and subscription on demand players. Companies such as Netflix, Amazon Prime Video and Spotify are disrupting the industry which for many years was dominated by the SABC, eMedia and MultiChoice’s DStv. Plans since 2015 to switch from analogue terrestrial television to digital transmission and distribute free digital set-top boxes to households earning less than R3,500 has still not been completed.

Radio

There has been no detailed radio audience data for well over a year, and the survey methodology was changed by the Broadcast Research Council of South Africa, making it impossible for industry players to discern meaningful trends. However, radio continues to play a major role for the dissemination of news, information and entertainment. Commercial radio services are diversifying their content through podcasts, some of which are sponsored.

Streaming

The rapidly-growing streaming market includes international players such as Netflix and Amazon, and local companies MultiChoice, eMedia, Telkom, and Vodacom, which all offer streaming services that provide on-demand access to TV shows and movies. Research indicates that while streaming is disrupting television, it is less profitable. Internationally, there is a high churn rate of subscribers and while people are attracted to streaming by the content, they often leave due to cost.

The broadcasting industry has been disrupted by technological advances and it faces competition from streaming and other online services. The internet has threatened the existence of traditional players such as the SABC, which continues to have internal problems relating to its finances and corporate governance, and other large players such as MultiChoice, which owns DStv, and e.tv.

Disruption

Consumers are using connected devices to access media and they are increasingly choosing what to watch and when to watch, rather than tuning in to prescribed times and programmes on traditional media. Online streaming services are changing the way audiences consume content. While platforms such as Netflix provide competition for traditional television such as MultiChoice, e.tv and SABC, they do not have rights to broadcast sports events and generally do not carry news, so they are often subscribed to as complementary services and may not necessarily affect the established players. However, these platforms have a competitive advantage in terms of affordability and convenience.

Radio

There are 333 radio stations including community stations in South Africa. Radio is a widely accessible entertainment format, and despite the rise of new technologies such as streaming and podcasts, radio remains popular in South Africa. The SABC operates 19 radio stations and nine of the 10 most listened to stations.

Local broadcasters are planning or implementing new business models to integrate their offerings with digital platforms. The total revenue of the television industry in South Africa increased by 3.6% to R32.2bn year-on-year in 2017, while radio revenue increased by 2.2% to R4.3bn for the same period. The sector is undermined by sustainability concerns and numerous issues at the South African Broadcasting Corporation. The long-delayed digital migration process appears to back on track with final analogue switch-off in 2020.

Industry Disruption

While television and radio revenues continue to grow, streaming services such as DStv’s Showmax, Netflix, Amazon Prime Video and Cell C’s Black are disrupting traditional broadcasting. The dramatic digital revolution sweeping video entertainment is affecting community TV stations, free-to-air and public broadcasters and subscription TV services, and traditional television and pay-TV are facing a threat of survival. The radio sector is faced with an increase in audio content created for online delivery and via mobile phones and an increase in non-traditional players entering the market.

The Broadcasting Industry and Manufacture of Decoders

The combined radio and television broadcasting sector employs some 13,200 people and generated revenue of R36.9bn in 2014. The sales value of radio, television and broadcasting equipment totalled R12bn in 2015, a figure that is expected to increase once the Digital Terrestrial Television (DTT) migration process, which will require at least 5 million set-top boxes (STBs), is fully underway.

Opportunities and Challenges

The increasing convergence between traditional TV and radio platforms and digital and internet-based technologies has created opportunities for broadcasters to reach new audiences and a number of new players have entered the market. Recent technological advances with regards to internet television have given rise to two further broadcasting models: Over the Top (OTT) TV services and Internet Protocol TV (IPTV). Although the IPTV market is still small it has been identified as a potential area of expansion by Telecoms operators, Telkom and Vodacom. However, plans to expand in the internet TV segment have consistently been delayed by concerns regarding South Africa's broadband penetration and quality. Also of concern is the delay in migration from analogue to DTT which had an initial deadline of 2008. Industry stakeholders have attributed the lack of progress to a combination of regulatory ineffectiveness and a host of objections and legal disputes brought by broadcasters and the Department of Communications. Of particular importance are the disagreements regarding the inclusion of access control systems in the subsidised STBs.
