Cargo Handling, Storage and Warehousing in South Africa

South Africa’s ports, roads and rail network face numerous challenge. The deterioration of Transnet’s freight rail system due to rampant crime and lack of maintenance has resulted in a decline in freight taken by rail. Logistics is also affected by corruption, strikes, political unrest and cyberattacks, and concern is growing about Transnet’s continuing failure to address port and rail inefficiencies and reduce its debt. The slowing global and local economy is expected to result in declining volumes of cargo handled at ports.

Logistics Challenges

The pandemic led to a surge in demand for shipping as more people ordered goods online and to restrictions which led to logistics delays, pushing up container prices. Prices began to decline from early 2022 and delays have eased. Disruptions in global supply chains and shortages of raw materials had been exacerbated by the Russia-Ukraine war. Logistics delays led to additional costs which businesses are often unable to pass on to their customers:

Key Trends

Key trends include the growth of warehousing and returns driven by increase in ecommerce sales, and the increasing use by local companies of neighbouring ports to avoid local inefficiencies. Demand for warehousing has been driven by ecommerce sales, which were expected to double as a percentage of retail sales in 2022.

Congested Ports

About 80% of South Africa’s international trade is moved by sea through Transnet’s ports in the form of containers, dry bulk, liquid bulk, break-bulk and automotives. Air freight accounts for a very small percentage of total freight moved. Major challenges at South Africa’s ports include efficiency issues and congestion, bad weather conditions, equipment downtime and go slows. Namibia is slowly replacing South Africa as the gateway into the SADC region, with capacity expansion at Walvis Bay.

Coronavirus

South Africa’s cargo sector is directly affected by the restrictions in place to contain the spread of coronavirus and it will feel the effect the pandemic will have on the economy. Coronavirus has led to reduced transport services and port entries, although ports remained open during the lockdown and the transportation of essential and non-essential air cargo was allowed.

Cargo Handling, Storage and Warehousing

Approximately 90% of South Africa’s international trade is moved by sea through Transnet ports in the form of containers, dry bulk, liquid bulk, break-bulk and automotives. Air freight accounts for a very small percentage of the total freight moved in, to and from South Africa. South African exports for the seven months to end-July 2018 increased by 3.6% while imports for the same period increased by 10.2%. Low economic growth, the volatile currency, poor investor confidence and credit rating downgrades will have a negative effect on the volume and value of goods requiring handling, storage and warehousing.

Challenges

Transnet and South African Airways (SAA) are among the state-owned entities under the spotlight in the commission of inquiry into state capture, corruption and fraud in the public sector, while SAA remains financially vulnerable. A World Bank report reflects a significant drop in the performance of South Africa’s logistics industry based on factors including customs efficiency, quality of infrastructure and logistics services, ability to trace and track consignments and the frequency with which shipments arrive on time. South African ports are losing their competitive edge to other African ports due to their high port tariffs, congestion, berthing delays, labour unrest, equipment availability and work stoppages.

Cargo Handling, Storage and Warehousing

2016 was a difficult year for major role players in the cargo handling, storage and warehousing sector, with Transnet National Ports Authority (TNPA), reporting a year-on-year drop of 4.7% in the amount of cargo transported by sea, and SAA Cargo reporting a decrease of 17,000 tonnes in the amount of air freight handled.

The importance of Sea Freight

98% of the country’s global trade is by sea through South Africa’s ports system, which also services the shipping feeder network connecting the west and east coasts of Africa. Port operations in South Africa are under the control of two of state-owned Transnet’s divisions, with the TNPA acting as landlord, and Transnet Port Terminals (TPT) responsible for the day-to-day operations at the 16 terminals located at seven ports. According to the Transnet Integrated Annual Report for the financial year 2015/2016, the seven-year Market Demand Strategy includes an investment of R89.9bn in Transnet’s ports, representing 32.8% of the company-wide investments, primarily aimed at improving and modernising port facilities. Capital investments of R2.8bn for the TNPA and R2.9bn for TPT have been allocated for 2017.
