Education in South Africa

Experts say the country’s education system is characterised by crumbling infrastructure, overcrowded classrooms, and poor educational outcomes. The poor quality of public schools and increase in the number of tertiary students who struggle to enter university and public colleges is driving enrolments at private schools and tertiary colleges. While the relaxation of pandemic measures in early 2022 has seen the return in full of school classroom teaching and in-person lectures and lessons at tertiary institutions, education providers say they are likely to continue to incorporate digital technologies in learning programmes.

Poor Quality

Schools face an immense learning backlog due to disruptions caused by the pandemic. Demand for private education continues to grow, driven by concern over the continuing poor quality of basic education. Many learners are educated in schools with inadequate and unsafe infrastructure and in a language that is not their mother tongue

Online Learning and Home Schooling

Education providers want to continue to make use of online or remote learning to improve performance and cut costs, and some institutions want to move to hybrid learning. The number of online schools has increased since the onset of the pandemic and the Department of Basic Education has developed a framework for online schooling. Some home schooling companies reported slowing enrolments growth in 2022 as more learners returned to school classrooms.

Education

Despite receiving about 20% of the national budget, South Africa’s education system is characterised by crumbling infrastructure, overcrowded classrooms, and poor educational outcomes, all of which perpetuate inequality and fail many of its children. The coronavirus pandemic has added to these challenges by disrupting the academic year, and highlighting the sector’s need to rethink its approach to digital teaching platforms. The sector is unprepared to equip students with technological, critical thinking and problem solving skills. It was estimated that by early August, South African children would have lost between 30 and 59 days of school, depending on their grade, due to coronavirus shutdowns.

Budgets

Reduced budgets to basic education funding have been a growing trend over the past decade and while spending on basic education per learner has reduced, increases in teacher salaries have outpaced increases in overall educational expenditure.

Academic Standards

More than three quarters of children aged nine cannot read for meaning. This is as high as 91% in Limpopo and 85% in the Eastern Cape. Of 100 learners that start school, 50 to 60 will make it to matric, 40 to 50 will pass matric, and only 14 will go to university. Government has committed to improving foundational skills of literacy and numeracy, rolling out a coding and robotics curriculum, working to equip teachers with skills and knowledge to teach literacy and numeracy, and revising the minimum requirements for teacher education qualifications, dealing with quality and efficiency and eliminating the digital divide.

Education

In 2019, education and culture received the largest share of the budget, with a R262.4bn allocation. The country’s education system receives funding which is about 20% of the national budget and 6% of GDP, exceeding that of many sub-Saharan African countries - but they achieve far better educational outcomes than South Africa does. South Africa’s poorest learners depend on dysfunctional public schooling and achieve poor outcomes, and while enrolment at the secondary level has been expanding, completion rates are low. About 400,000 students who started grade one 12 years ago, did not reach grade 12 in 2018. In the higher education sector, universities can accommodate only 18% of South African matriculants and 47% will drop out.

Growth in Independent Education

Companies such as Curro, ADvTECH, Educor, Spark, Pembury and Stadio continue to grow to accommodate the growing need for private education, particular as education continues to remain in crisis and as parents opt for a safe environment, individual attention and quality of learning. At higher education level, private institutions are providing courses that are relevant and matching skills to the requirements of industry.

Government Initiatives

In 2019 government allocated about R30bn for building new schools and maintaining existing infrastructure. There are also plans to introduce technology-focused subjects to the curriculum, such as coding and data analytics, at a primary school level. Coding as a subject will be piloted at 1,000 schools across five provinces starting in 2020. In April 2019, the Department of Basic Education said it had trained 43,774 teachers in computer skills and would begin training teachers for the new coding curriculums from June to September 2019.

The South African Education Sector

This report focuses on South Africa’s primary, secondary and tertiary education sectors, which continue to remain in a turmoil. Despite high levels of investment by the government, South African education lags behind comparable countries in literacy and numeracy. By the end of Grade 4, 58% of children cannot read fluently and with comprehension and more than half the children who start in Grade 1 do not reach Grade 12. In the higher education sector, 50-60% of South African students drop out after the first year and only a minority of students complete a three-year degree in the allotted time.

The Growing Independent Sector

The failure of public education continued to provide growth for the independent school and tertiary sector, which has expanded rapidly. Major players include Curro Holdings, South Africa’s largest private education company in the primary and secondary sector, operating 148 schools across 60 campuses and ADvTECH, which had 89 schools as of 31 December 2017. This sector includes an increasing number of low fee-paying institutions.

Report Coverage

The report on South Africa’s troubled Tertiary Education sector describes current conditions, the problems facing universities and TVETs and factors influencing the success of the sector. The report profiles 29 public and private universities as well as 16 correspondence and private colleges. Included is ADvTECH’s closest competitor, Curro, which acquired AFDA in August 2017 and expressed its intention of listing its Tertiary unit Stadio on the Johannesburg Stock Exchange in September 2017.

The South African Tertiary Education Sector

Statistics show that the South African government spends 4.7% of revenue, equivalent to 0.75% of GDP, on Tertiary Education and Training. The country’s 26 public universities, which can comfortably accommodate 500,000 students, are under-funded and overcrowded with a total enrolment of 985,212 students. They are trying to recover from the effects of last year's violent protests against fee increases that caused many Higher Education institutions to temporarily close their doors. There is also overcrowding at the 50 Technical and Vocational Education and Training (TVET) Colleges where there are problems with the curricula offered, the lack of suitably qualified lecturers with the appropriate technical skills and industry experience, and a low graduation rate of approximately 33%.

The Growing Private Sector

The Register of Private Higher Education Institutions shows that there were 96 registered and 31 provisionally registered private Higher Education Institutions in July 2017. According to the Project Manager of Milpark College, “Statistics clearly show that the public post-school education system is not able to provide enough opportunities for school leavers and this is where the private providers are able to step in and fill the skills training gap.” There have been a number of acquisitions and developments in the private arena, with market leader AdVTech acquiring distance education institutions, Oxbridge Academy and the University of Africa in Zambia, as well as Capsicum Culinary Studio.

The South African Primary and Secondary Education Sector report describes current conditions and focuses on academic standards and initiatives to improve these standards. The report profiles 11 independent school groups and includes information on the number of government schools, teachers and learners in the country. Profiles for new entrants into the sector are also provided. These include Pembury Lifestyle Group (PLG), which in November 2016 listed its PLG Schools on the Johannesburg Stock Exchange’s Alternative Exchange, and Future Nation Schools (Pty) Ltd, which follows a project-based learning approach which tries to encourage learners to design, plan and execute extended projects by applying the theory they learn to solve real world problems.

The South African Primary and Secondary Education Sector

For the 2018/19 financial year the allocation for Basic Education has been increased to R751.9bn, an increase of R1.1bn from the 2016/2017 financial year. However, despite years of investment into the sector with government spending on Basic Education reaching 15% of the total budget, South Africa’s public Primary and Secondary education sectors remain in crisis. The education sector is still struggling to overcome poor literacy levels, low Mathematics and Science results, a high drop-out rate and under-performing teachers.

The Growing Independent School Sector

The failure of public school education to overcome these challenges has continued to provide growth for the independent school sector, which has expanded rapidly throughout the country. This sector is represented by the Independent Schools Association of Southern Africa (ISASA), which serves 765 schools, with its member schools educating more than 168,000 pupils. An increasing number of independent schools are low-fee schools serving disadvantaged communities, including learners from informal settlements, inner cities and rural areas. Although there are a number of high-fee independent schools in the country, the majority are mid- and low-fee schools and approximately 25% of its member schools receive state subsidies.

The South African Tertiary Education Sector

South Africa’s Tertiary Education sector consists of 26 public universities, 50 public technical and vocational education and training colleges (TVET) and 96 registered and 29 provisionally registered private Higher Education institutions. In his 2016 Budget Speech, Minister Nzimande reported that the Department’s budget for public Higher Education institutions would increase at an annual average 9.8%, from R42bn in 2015/16 to R55.3bn in 2018/19 in an effort to produce graduates with the skills that are urgently required to grow South Africa’s economy.

Challenging Times

Despite South Africa's investment in education being one of the highest in the world, the country’s education sector is beset by problems. These include a shortage of academic staff, the gap in standards between Secondary and Higher Education, the poor quality of Maths and Science education at Higher Education and Training level and high drop-out rates. Added to these is the current wave of unrest and protest which began in October 2015 with the #FeesMustFall-campaign and resulted in an agreement that tuition fees at the 26 public universities would not increase in 2016. Also of concern is that on average only 13,000 artisans qualify every year, when by 2030 the country needs at least 30,000 newly qualified artisans annually if the aims of the National Development Plan are to be achieved.

The South African Primary and Secondary Education Sector

This report focuses on South Africa’s primary and secondary education sector where in 2015 there were 12,814,473 learners in 25,691 ordinary public and independent schools taught by 416,093 educators. The budget for the Department of Basic Education (DBE) will increase from R204bn in the 2016/2017 financial year to R254bn in 2018/19. Despite this and the fact that South Africa spends more on education than any other African country, approximately 6% of its GDP, the public education sector is in a state of crisis. In the World Economic Forum (WEF) Global Competitiveness Index for 2015/2016, South Africa was ranked 138th out of 140 economies for the quality of its public education system and for the second successive year the country took bottom place for the quality of its Mathematics and Science education.

Pressing Issues

The language of teaching and learning, corruption and mismanagement of schools, a lack of sufficiently qualified and dedicated teaching staff and the large number of remote under-resourced rural schools are some of the problems facing the education system. South African primary schools are failing to equip learners with basic literacy and numeracy skills and half of those who start school in Grade 1 drop out before the National Senior Certificate/matric exams in Grade 12. Although the official 2015 matric pass rate was 70.7%, down from 75.8% in 2014, stakeholders estimate the 2015 cohort matric pass rate at between 42.2% and 43.7%.

Report Coverage

This report focuses on the current state of South Africa’s tertiary education sector, the challenges it faces and the factors influencing its success. Profiled are the Tertiary School in Business Administration (TSiBA), a unique private, not-for-profit business school that gives emerging leaders an opportunity to study high quality, accredited academic courses, as well as the Independent Institute of Education (Pty) Ltd , which incorporates the tertiary segment of AdvTech, already a leading private provider in the primary and secondary education sector.

Financial Constraints

Despite the budget for education increasing every year, the Minister of Higher Education reported to the South African Parliament in February 2015 that the department’s budget of R9.5bn, which equates to only 1.4% of GDP, is wholly inadequate. The current budget will provide funding for 425,095 new entrants, 28,646 more than 2014, but certainly not enough to cater for all new applications. To do so, a budget of R51bn is required.

Other Problems

Despite the difficulty in gaining access to higher education institutions, the Council on Higher Education reports that 58% of students drop out during their first year of study. The reasons are many and include a lack of educational and financial support as well as a lack of academic preparedness. The low literacy and numeracy levels of students leaving secondary schools play a role and this is compounded by the shortage of suitably qualified lecturers especially in areas of scarce skills. The quality of graduates entering the workplace, and the mismatch between the graduates produced and the skills required to grow South Africa’s economy all impact negatively on the country’s competitiveness.

Report Coverage

This report focuses on South Africa’s primary and secondary education sectors, factors influencing their success and the opportunities for growth in the private education sector. The report also profiles the Department of Education as well as seven of the major independent educational groups, including the sector leaders Curro Holdings Ltd, which currently has 42 registered schools and AdvTech Ltd which spent R2bn acquiring and expanding schools in 2014.

Primary and Secondary Education

In 2013/2014 the South African government spent R227bn on education, equivalent to 6.5% of GDP and 19.7% of total government expenditure. Despite the government allocating R19.68bn for 2014/15 to the Department of Basic Education (DBE) compared to R17.592bn for 2013/14, the Primary and Secondary education system remains in crisis.

Current Conditions

The educational system is beset by numerous challenges, including the inadequate content knowledge of many teachers and poor English, Science and Mathematics results. Results from international, standardised tests show that between 75% and 80% of South African schools are not able to impart the necessary skills to students. This is reflected in the results from the 2014 Annual National Assessments (ANA) in 2014 where the average mark for Mathematics in Grade 9 was 10.8%. The high drop-out rate is also reason for concern with approximately 50% of learners exiting the system between Grades 10 and 12. Although the annual pass rate in Grade 12 or Matric has improved, analysis of the statistics focusing on the ‘cohort’ pass rate shows that the 78.2% pass rate of 2013 is closer to a 40% pass rate and 2014’s 75.8% is closer to 36.4%. The crisis in the country’s public education system means that independent schools, including traditional high-fee private schools as well as low-and mid-fee schools are thriving, with learner enrolment having increased 40% over the last five years.
