Introduction

This report focuses on the consulting engineering industry in South Africa from 2016 to 2017. South Africa’s consulting engineering industry is represented by Consulting Engineers South Africa (CESA) which reported that fee income stabilised at R25bn annualised, at current prices as at December 2016. This indicates that the sector has not grown, which is consistent with the low levels of economic growth. Sector employment decreased to approximately 23,000 with consulting engineers employed by more than 540 firms. The sector faces challenges related to the recession, the country’s ratings downgrade, changes to regulations, and the need to adapt to technological changes.

Strengths

• The industry is competitive and well positioned for outsourced engineering services.

Weaknesses

• Inequality on racial and gender lines.
• Part of a sector where there is acknowledged corruption.
• The current South African tender system has several weaknesses for consulting engineering companies.

Outlook

Consulting engineering companies are expected to experience major difficulties over the next year. These include the appeal against the Competition Commission rulings on fee settings and scope of work and how the dispute between engineering bodies and government on the composition and mandate of the ECSA is resolved. The attempts to craft a better relationship between government and the engineering sector are expected to occur in an economy characterised by a recession, or at the very best low levels of economic growth. This will also affect the number of projects that need engineering services and as a result South African-based companies are likely to seek new markets. Technologies related specifically to green building and more generally the IoT present consulting engineering companies with some opportunities and may mitigate against low or no economic growth in South Africa.
