Manufacture of Bakery Products

Bread is the second most important provider of energy in the national diet after maize products. While bread consumption in South Africa increased slightly in 2020, the South African Chamber of Baking said that the pandemic will likely result in a switch to other staples such as maize meal. While the manufacture of baked goods is a growing industry in South Africa, the pandemic has led to a number of artisanal bakeries shutting. Bigger bakeries have mostly benefited from consumers stocking up during the pandemic. However the industry is facing increasing costs, including higher flour prices, and the possible introduction of inspection services for the wheat sector, which could lead to higher bread prices.

Imports

South Africa imports more than 40% of its wheat requirements. Wheat production in the farming year to end June 2021 is expected to reach a 19-year high following favourable weather conditions in the Western Cape. While this will result in lower imports, the bread price will likely not come down as wheat prices are largely dependent on developments in the global market and on domestic currency movements.

Opportunities for SMEs and Entrepreneurs

The bakery industry is seen by government as a growth industry as baked goods are sold by all food retail outlets. While big companies dominate the industry, there are opportunities for entrepreneurs to start local community or home-based bakeries. Bakery equipment for startup bakeries is available from a number of suppliers of new and reconditioned equipment.

Manufacture of Bakery Products

Bread is the second most important staple food in South Africa after maize meal. With the price of maize products decreasing following a good maize harvest, many people reverted to maize meal, resulting in bread consumption in South Africa declining slightly since May 2018. The manufacture of baked goods is a growing industry, and artisanal and in-store bakeries are on the increase. Higher-income consumers have variety and health requirements, while there are opportunities for emerging bakers to enter local informal markets.

Rising Prices

From April 2017 to April 2019, the prices of 700g loaves only increased by 2.7% for white bread and 2.95% for brown, according to the South African Chamber of Baking. But more recent consumer price inflation figures show significant price increases. July 2019 inflation statistics indicate that bread and cereal prices increased by 7.9% year-on-year, while August figures showed an 8.6% increase, contributing to upward inflationary pressure. Some of the major retailers continue to subsidise bread loaves to make bread affordable to financially-stressed customers.

Manufacture of Bakery Products

According to the South African Chamber of Baking, total bread production increased in 2016 from 171 million loaves baked in January 2016 to 182 million loaves in December 2016. This was as a result of consumers replacing maize meal with bread because of the higher price of maize products brought about by severe drought and the weaker South African rand. Stakeholders believe this might change, however, as the recent bumper maize crop has now resulted in cheaper maize products. The current drought in the Western Cape where more than 60% of South Africa’s wheat is planted has also meant that approximately 51% of the country’s wheat is imported at import parity prices.

Value of the Sector

The four major bakeries, Pioneer foods, Tiger Brands, Premier Foods and Foodcorp control an estimated 70% of the domestic bread market which is valued at R22bn per annum and accounts for 63.5% of all sales in the bakery sector. The biscuit market has annual sales of about R4.5bn with sales of savoury biscuits reaching R1.5bn in 2016 and those of sweet biscuits, R3.1bn. A growing segment is the sale of par-baked products that are partially baked at central facilities and then flash frozen for distribution to stand-alone and in-house bakeries in retail stores.

A sector Under Pressure

Although bread is a staple food for more than half the South African population, bread sales are decreasing. Stakeholders attribute this to a number of factors including health concerns over the use of genetically modified wheat, the move away from a high carbohydrate diet and the steady increase in the price of a loaf of bread. The South African Chamber of Baking (SACB) recently warned that the reduction in hectares of wheat planted and the effects of the current drought will continue to place pressure on the value chain of the entire bakery products sector.
