High Electricity Costs and Inconsistent Supply

Energy-intensive production processes make producers vulnerable to high electricity costs and load-shedding. Smelters use large amounts of electricity in the production of metals, and a consistent supply of electricity is needed to prevent interruptions to production. Power cuts and load curtailments are putting pressure on profits and global cost competitiveness, due to lower production volumes and higher costs. Local mining companies are planning to construct electricity generation units to supply 2,000MW at a cost of up to R40bn.

Opportunities

The sector is enjoying high metals prices, largely due to the recovery of world economy. There is increasing demand for several non-ferrous metals linked to global decarbonisation and growing demand for platinum group metals. The imposition of Import tariffs on aluminium rolled products and an export duty on scrap metals may be positive for the industry.

The most vertically-integrated companies in this sector are the platinum group metals producers Anglo American Platinum (Amplats), Impala Platinum Holdings (Implats) and Lonmin, copper producer Palabora Copper and aluminium producer South32.

Mixed Fortunes

The volume of non-ferrous metal products (which includes precious metals) produced decreased by 4.4% between February 2018 and February 2019, while the sales value of these products at current prices rose by 15.6% over the same period. According to the latest Industrial Policy Action Plan, producers of platinum group metals are faced with the challenge of developing future demand for the metals. Department of Mineral Resources figures show that South Africa’s production of platinum group metals increased by 3.9% to 270.6t in 2018.

The Refining and Manufacture of Precious and Non-ferrous Metals

This report focuses on the refining and manufacture of the precious metals, gold and silver, and metals of the platinum group (PGMs), as well as the production of non-ferrous base metals from ore, mattes and scrap. According to the Chamber of Mines, all mining-related activity contributed 18% or R263bn to GDP in 2014 with direct mining activities contributing 8% and input and manufacturing industries 10%. The mining sector provides more than 495,000 direct and 800,000 indirect jobs. The PGM sub-sector was the largest employer in 2014, employing 190,000 people and paying R36bn in salaries.

A Struggling Sector

The manufacture of precious and non-ferrous metals takes place against the backdrop of a struggling global mining sector arising from low global demand driven by reduced demand from China and low commodity prices. The South African Chamber of Mines asserted in May 2015 that 50% of the domestic mining industry is loss-making as a result of weak commodity prices, low to negative volume growth and high cost inflation. In an attempt to regain profitability companies are restructuring and retrenching staff. The National Union of Mineworkers (NUM) estimates that 10,000 mine workers were retrenched in 2015 and some stakeholders believe that 32,000 jobs are at stake.
