South Africa’s furniture manufacturing sector is expected to experience a difficult 2023 as demand for furniture slows and consumers come under increasing pressure from high interest rates and a slowing economy. The industry faces a number of challenges including loadshedding, skills shortages and a lack of raw materials, which are driving up input costs. Industry role players said the industry has been experiencing a slowdown since the beginning of 2022 following a “mini-boom” after the lifting of some pandemic restrictions from June 2020.

Key Trends and issues

Retailers have shifted to procuring more locally-manufactured furniture following the high costs of shipping and ports delays. There is an increasing trend to design flat-pack furniture and home office furniture. Local and global logistics challenges are driving up the cost of importing furniture, which favours local production, although raw material prices have risen significantly as it has become more expensive to source certain inputs. Sustainable furniture made from recycled plastic or reused wood is growing in importance. Sales of office furniture have been affected by more employees working from home.

Exports

Exports of cabinets, beds, shelves and tables grew strongly in 2022. Mattresses, upholstered seats and bedroom furniture are the three furniture categories where exports have grown the fastest. The majority of South Africa’s furniture exports go to the Southern African Development Community.

South Africa’s furniture manufacturing sector includes a number of large, vertically-integrated players, but more than 90% of the companies in the sector are small to medium-sized enterprises. South Africa’s tough economic conditions have focused consumer spending on essential items. According to The South African Furniture Initiative, the furniture manufacturing sector has been shrinking for more than two decades, with local demand for furniture declining and exports of furniture dropping significantly.

Changing Conditions

The furniture manufacturing industry has been affected by the coronavirus pandemic, low levels of capital investment, competition from cheap imports, inadequate design expertise, insufficient research and development, low consumer expenditure, inadequate investment in skills development and high input costs. Over the past year, companies have adjusted their furniture purchasing as they reduce office space due to the work from home trend and health and safety regulations. There has been increased demand for furniture in the residential market where people are upgrading and creating home office space as they spend more time at home.

Competition

Large furniture retailers collectively have an significant share of the local market, giving them huge bargaining power with manufacturers, which leads to lower producer prices, making it difficult for SMEs to compete. South African manufacturers compete with each other for business in a shrinking local market and also compete against international companies in the local and export markets. There are a high level of imports and competition from China in regional export markets.

South African manufacturing sales of furniture at current prices amounted to R16.2bn in 2017, 6.6% higher than in 2016. A total of 2,200 registered companies in the furniture manufacturing sector, employing 26,400 people, contribute about 1% to manufacturing GDP and 1.1% to manufacturing employment. During 2017 South Africa was Africa’s second-largest furniture exporter, with exports reaching R3.9bn.

Challenges

A shortage of higher-skilled workers, rising production costs, and poor domestic demand are affecting the performance of local furniture manufacturers. The cost of labour, electricity, raw materials and transportation continue to shrink operating margins and make it difficult for them to compete in local and international markets. The industry is also negatively affected by declining investment in capital equipment, insufficient research and development, and little design improvement or new product development. Imported furniture is often cheaper than what is manufactured locally, and furniture imports grew 6.2% to R6.9bn during 2017. South African furniture manufacturers are also facing competition from Chinese furniture in their important export markets in Africa. With about 80% of the companies in the furniture manufacturing sector classified as micro enterprises, these challenges impose significant pressure on the bulk of players in the industry.

Contribution to the Economy

Although the furniture manufacturing sector has the potential to create many employment opportunities, currently it only contributes approximately 1.6% to overall employment in South Africa’s manufacturing sector. Department of Trade & Industry (DTI) statistics show there are 2,200 registered business entities that employ approximately 29,000 people.

A lack of Competitiveness

A lack of competitiveness in the manufacturing sector has resulted in South Africa being a net importer of furniture, with 2014 imports amounting to R8.3bn compared to exports valued at R5.7bn. Most imports originate from China and although the current weakness of the Rand should be an advantage for the local manufacturing sector, imports from China and other Asian countries are still cheaper. Local manufacturers attribute this to support in the form of subsidies from the Chinese government and much lower input costs.

Government Initiatives

The furniture manufacturing industry is one of the main focus areas in the Government’s Industrial Policy Action Plan (IPAP) 2014/2015 – 2016/2017 which is supported on a regional basis. The Gauteng Growth and Development Agency (GDDA) has already implemented a three year plan for the establishment of small BBBEE furniture companies and the Western Cape Furniture Initiative actively promotes opportunities for furniture manufacturers in that province. The 2015 National Furniture Design Competition, an initiative of government and private enterprises, should eventually result in new product development and product differentiation that will enhance the furniture manufacturing sector’s competitiveness locally and abroad.
