The manufacture of glass and glass products has been affected by the decline in economic activity of the construction, automotive, food and beverage manufacturing industries and by coronavirus. The industry was brought to a standstill during level 5 and 4 of the national lockdown. South Africa is the world’s 7th and 12th largest producer of wine and beer, respectively, and the wine and beer industries account for a large portion of the demand for glass containers.

Alcohol ban

The ban on liquor during lockdown has had major adverse effects on bottle manufacturers Consol and Isanti. Both companies expressed concerns around the alcohol ban’s threat to their continued operations, which could lead to South Africa becoming a net importer of glass packaging. Consol has suspended the construction of a R1.5bn glass manufacturing plant in Ekurhuleni, Gauteng indefinitely. The alcohol ban put suppliers of raw materials and thousands of glass recycling collectors at risk.

Innovation

The focus for building and automotive glass products is innovation that optimises safety, energy efficiency, UV-resistance, insulation, and aesthetics. Innovations include energy-efficient and low-emissivity glass and solar glass, which is applied as a coating to glass windows to generate solar power. Windscreen technology plays a role in night vision and smart windscreens.

The Manufacture of Glass and Glass Products

The South African glass industry can be divided into four main sub-sectors: glass manufacturing; glass processing and distribution; fibreglass manufacturing; and industrial mineral and manual glass production. The industry has experienced a decline in manufacturing production since 2013 as a result of its dependence on the demand for glass in a number of other industries, all of which have been under pressure. The increased price of electricity and fuel has negatively impacted profits, as have cheap imports and depressed domestic sales in the automotive industry. The value of glass sales amounted to R11.12bn in 2017.

Developments in the sector

Significant developments during 2018 include the referral of Saint-Gobain Construction Products and D&D Roof Insulations CC to the Competition Tribunal for cartel conduct and Consol’s decision to withdraw its proposed listing on the Johannesburg Stock Exchange. Despite having an approximate 25% share of the local glass container market, Nampak announced its intention of disposing of its Glass division as it has struggled without the expertise of German-based Wiegand-Glas, its former joint venture partner, which it acquired for R938m in November 2011. Analysts speculate competition authorities are unlikely to agree to a deal with the most obvious buyer, Consol, due to the monopoly this will create, and that accordingly, Nampak Glass may end up under foreign control. This could create an opportunity for a new BEE entrant in conjunction with a foreign industry player.

This report focuses on the manufacture of glass and glass products, an industry that is dependent on demand from other sectors of the economy, all of which have been under pressure. The glass manufacturing industry contributed 0.3% towards total manufacturing and the value of glass sales amounted to R9.317bn in 2015.

Competition Issues

The industry is dominated by three large players: PG Group, which owns companies in both the building and the automobile glass sector; Consol Glass, the largest producer of glass packaging products in Africa; and Nampak, which has increased glass bottling production capacity and now manufactures one-third of all glass bottle products in South Africa. Role players have been the focus of Competition Commission enquiries into allegations of price fixing and the division of markets since 2010, with the most recent investigation focusing on the automotive glass fitment and repair services industry.

Imports

Imports of glass products, which are cheaper than locally manufactured goods, are on the increase and pose a threat to the local sector. During 2015 glass and glassware to the value of R3.509bn was imported, up from R2.870bn in 2014 and R2.566bn in 2013. In response the larger companies are looking at expansion in the rest of Africa in an attempt to offset declining domestic profits.
