The Manufacture of Pasta in South Africa

While the performance of the pasta industry is influenced by the economy and financial well-being of consumers, both of which are under increasing pressure since the onset of the pandemic, pasta demand has grown as consumers stocked up on dry foods. Sales of ready-to-eat pasta meals are growing, driven by higher income consumers, but the segment still remains small.

Trade

South Africa is a net importer of pasta. Some industry players say pasta importers are taking advantage of a regulatory misalignment that enables them to import pasta from the EU and other Southern African Customs Union members at lower prices than local manufacturers can offer. Between 2014 and 2020, dry pasta imports have recorded double-digit growth in all but two years and are on track to grow similarly in 2021. Exports grew by just 0.2% in 2020. An anti-dumping determination in March 2021 resulted in higher import tariffs for countries involved in dumping pasta in South Africa and neighbouring countries.

Competition

Local dry pasta manufacturers operate in a price-sensitive market and face competition from subsidised low-priced imported pasta from countries such as Turkey and Egypt and EU members such as Latvia and Lithuania. The dried pasta market is dominated by Tiger Brands and Pioneer Foods, and there have been no new entrants to the market in recent years, while some small companies have closed.

Manufacture of Pasta

The South African pasta manufacturing industry is estimated at approximately 100,000 tons in 2017. Based on the value of Tiger Brands’ Fatti’s and Moni’s dry pasta market share, the dry pasta segment of the industry is valued at R4bn in 2017. Other major pasta manufacturing segments include fresh pasta, ready-made meals and noodles, with the latter accounting for R960m in 2017.

State of The Industry

Pasta remains a relatively small segment of the food industry. South African consumption of 1.9kg of pasta per person yearly compares with 60kg of maize and 56.76kg of wheat. Urbanisation, a growing middle class, product innovation and convenience have been driving the growth of the sector. However, industry players report extremely tough trading conditions, volume pressure and a competitive pricing environment. Manufacturers indicate that increasing cheap imports remain the single largest threat, while other challenges include increases in input costs, low economic growth affecting disposable income and intensified competition.

The Manufacture of Pasta

This report focuses on the South African pasta manufacturing industry, a small sector that employs fewer than 1,000 people and produces an estimated 72,000 tons of pasta annually. The sector is dominated by two major manufacturers, Tiger Brands and Pioneer Foods, companies that are vertically integrated, both upwards and downwards and involved either directly or indirectly in every step of the pasta value chain. The International Trade Administration Commission of South Africa (ITAC) asserts that these two companies control approximately 55% per cent of the local pasta market and are responsible for more than half of South Africa’s total exports of pasta.

Opportunities and Challenges

Despite low economic growth and reduced disposable income, there has been growth in the sector. This is illustrated by the entrance of a new pasta manufacturer and continued investment and expansion by large and small companies. Industry growth locally and in neighbouring sub-Saharan African countries is being fuelled by increasing urbanisation, a growing middle class and the convenience of pasta and ready-made pasta meals. However input costs are rising and import tariffs on wheat increased by 480% during the course of 2015. Although the depreciation of the Rand combined with the duty of 40% on imported pasta have assisted the local manufacturing sector to some extent, the two market leaders in the dry pasta manufacturing sector believe that imports remain the single largest threat to the local manufacturing sector.
