The Manufacture of Spices and Condiments in South Africa

While almost all spices are imported, most condiments are produced locally, with the largest manufacturers in the seasonings, dressings, and sauces sector being Unilever, Tiger Brands, and Libstar. Spices are imported, mainly from India, China, Pakistan, Turkey, and Nigeria. Demand for spices and seasonings increased during the pandemic as sales of some spices linked to health benefits, such as ginger, turmeric, and garlic, increased. Spices are used extensively in the food industry, and demand is increasing globally due to the increasing preference for more flavourful and healthy foods.

Trends

In the seasonings, dressings, and sauces segment, private labels are growing faster than brands, mainly due to financially-constrained consumers trading down. Out of home dining and demand for convenient meals have increased and boosted demand for sauces, dressings and condiments from fast food outlets and restaurants. The growth of the processed food industry is also fuelling demand for spices and seasonings. There is growing demand for vegan options off a small base.

Competition

Competition in the sector is fierce among brands and private label, with consumers generally focused on price. The industry is dominated by major food companies that have economies of scale. There is pressure to reduce prices, and brands that are unable to invest in price promotions are losing ground as price is the leading sales driver in packaged food.

Also profiled is Deli Spices whose customers include leading retail corporates, independent multinational butcheries and delis, major meat processing plants, speciality customers, and food services and catering organisations. French company, Mane acquired a stake in the local business in January 2017, a move that is expected to help as far as innovation and expansion are concerned.

The South African Spice Sector

South Africa imports a variety of raw spices from Russia, China, India, Sri Lanka, Egypt, Australia and Thailand. The spices are cleaned, milled, blended and packed in South Africa, thus ensuring the safety of the final product as there are some international suppliers that add corn starch, maize meal and flour as fillers. Dried, crushed and ground chillies account for 20% of all spice imports. Other significant spice imports are coriander seeds, turmeric and whole pepper. Locally approximately 10,000 tons of chillies and peppers are produced every year in the main growing areas of Mpumalanga, Limpopo, North West and KwaZulu-Natal.

An Exporter of Spices

Although South Africa imports approximately 90% of its raw spices, it successfully exports spices to neighbouring Southern African Development Community (SADC) countries. South Africa exported approximately R2.2bn worth of spices for the three years, 2015 to 2017, recording a positive trade balance of approximately R1.5bn for the same period. Regional demand for spice and herb extracts is expected to remain stable with the key drivers including the shifting consumer focus towards natural products and the increasing demand for healthy convenience foods.

Also involved in the sector are a number of SMMEs, including Bandito’s Chile Co (Pty) Ltd, which employs five people to manufacture and wholesale its spicy table sauces.

The South African Spice Sector

This report focuses on the local herb and spice industry. South Africa produces and exports some raw spices and also imports a wide range of its requirements for further processing and for use in the manufacture of spice preparations. National Agricultural Marketing Council (NAMC) statistics indicate that the country’s trade in spices is increasing. Between 2010 and 2014 spices to the value of R799m were exported, an increase of 13%, while the value of imports increased 15% to approximately R796m.

Increased Demand

The demand for spices and herbs has been growing as more consumers opt for healthier and more naturally flavoured foods, and manufacturers attempt to include a “more home-cooked” flavour to their products. Increased demand is reflected by the investments that have been made in the sector, by both public and private enterprises. Acquisitions such as that of Southern Canned Products by AECI, via its Lake Foods operations in May 2015 and Libstar Holding’s acquisition of Natural Herbs and Spices the following month also illustrate the growing interest in the sector. The export market to Europe, the United States and Australia holds promise for locally-based companies and South Africa is already recognised as the gateway for the ‘re-export’ of spices to neighbouring countries.
