The Manufacture and Supply of Batteries in South Africa

Demand for lithium-ion batteries is expected to increase as internal combustion engine vehicles lose share to electric vehicles. While South Africa has no lithium-ion battery cell manufacturers, several companies are involved in battery pack assembly. Demand for all types of batteries is also expected to come from the rollout of renewable energy projects. Battery demand in South Africa is being driven by the growth in the number of renewable energy projects, an increasing number of homeowners and by industrial and commercial users looking for a reliable energy source as load-shedding continues.

Electric Vehicles

Global sales of new energy vehicles (battery, hybrid and fuel cell) accelerated in 2020, despite the decrease in new vehicle sales due to the pandemic. The number of electric vehicles in South Africa is small, although studies indicate the importance of local vehicle manufacturers moving away from combustion engine vehicles to ensure the industry’s long-term sustainability. Electric vehicles are expensive and there is a limited charging infrastructure. Import tariffs are a significant inhibitor for investment in electronic vehicle manufacturing.

Stationary Energy Storage

In South Africa, the energy storage market continues to grow, as new independent power producer projects come on stream and as load-shedding continues. Load-shedding is driving demand for back-up power and uninterrupted power supply applications, particularly in commercial, industrial and agricultural applications where the costs of energy insecurity are high.

In the past decade, the rechargeable lithium-ion battery market doubled on average every three years due to the increased usage of mobile phones, computer tablets and laptops.

New Growth Opportunities

Batteries powering electric vehicles are forecast to make up 90% of the lithium-ion battery market by 2025, and the energy storage demand side management and back-up power market is expected to increase significantly. The industry is in transition as new entrants, including traditional energy players, enter the battery industry, by providing charging services at forecourts and by investing in battery manufacture themselves. Technology advancements, fuel economy standards and incentives for zero- and low-emissions vehicles and tax incentives on energy storage are all driving industry growth.

The Manufacture and Supply of Batteries and EMD

The domestic battery manufacturing industry experienced a difficult 2016 due to pressure on consumers’ disposable income, declining employment, tightening credit conditions and political developments that resulted in gradual economic decline culminating in a recession in Q2 2017. Also a factor was the increase in the number of imported batteries, a sub-sector which continued to gain market share at the expense of local production despite the increase in import duty to 15%. The majority of imported automotive batteries originate from South Korea where manufacturers enjoy government sponsored grants and incentives. This negatively impacts local manufacturers, a situation compounded by the export of scrap batteries back to the country of manufacture, raising the cost of domestically recycled lead and making local manufacturing less competitive.

The importance of R&D

Ongoing research and development and refinement of the manufacturing process by battery manufacturers ensure continuous improvement in battery production. Companies have launched new forms of portable power as new technologies have become more reliable and affordable. According to role player Metair, lead acid batteries are likely to remain integral to motor vehicles in the near future, but the trend towards hybrid vehicles and Lithium-ion batteries is accelerating. Significant research effort is dedicated worldwide to the development of several future cell chemistries which have the potential to outperform contemporary Li-ion cells.

The Manufacture of Batteries

This report focuses on the manufacture and supply of batteries in South Africa. The Department of Environmental Affairs estimates that 50 million batteries are sold locally each year, primarily to the automotive, industrial and retail markets. Although the domestic manufacturing sector has the capacity to produce 5 million automotive batteries per annum, average annual production has been 4 million batteries over the last three years, sufficient to supply the replacement market for the South African Customs Union and the requirements of the Original Equipment Manufacturers. In the dry-cell battery sector Eveready is the only local manufacturer, competing with imported international brands such as Duracell, Panasonic and Energiser.

A Challenging Market

Local manufacturers of automotive batteries are finding it increasingly difficult to compete with imports especially those from South Korea, where manufacturers receive government grants and incentives. The latest available statistics show that importers have grown market share from about 8.5% in 2010 to just over 20% in 2013. The current electricity crisis has also proved challenging: although batteries are required for generators to cope with load shedding and for energy storage in the renewable energy sector, it negatively affects the cost of manufacture. The only local manufacturer of Electrolytic Manganese Dioxide (EMD), which is a vital component of the battery cathode mix in Alkaline and Lithium-ion batteries, decided to close down its operations in 2014. Delta EMD ascribed this to increasingly challenging conditions which included global EMD over-capacity, the increasing cost of doing business and the substantial capital expenditure required to sustain operations.
