The Manufacture and Wholesale of Basic Iron and Steel in South Africa

Increasing freight logistics costs and supply disruptions caused by the pandemic and Russia’s invasion of Ukraine have highlighted the value of local steel production. South Africa experienced a steel shortage in 2021, causing prices to increase and leading some downstream companies to ask for the removal of import duties to allow them to increase imports while local producers were unable to satisfy demand. Prices have since reduced and supply has increased while demand had dropped, resulting in a current oversupply of steel in South Africa.

Steel and Metal Masterplan

A masterplan, signed in 2021, has identified overcapacity in the production of long steel products and a focus on local production of flat steel products as many grades required by the automotive, mining and construction equipment, and mining industries are not manufactured locally. The plan also identifies steel needed for renewable energy supply as an opportunity for the iron and steel industry. The plan includes an agreement by manufacturers of primary steel products to contribute to a development fund to support various projects identified in the plan.

Challenges

Manufacturers of basic iron and steel face challenges such as the slow rollout of government’s infrastructure development programme, unstable electricity supply, steeply rising costs of raw materials, logistics, low domestic economic growth and unreliable rail transport. Some downstream steel product manufacturers believe their products are uncompetitive in export markets due to import duties and high prices charged by steel producers.

South Africa was the world’s 25th-largest crude steel producer in 2018, with output of 6.3 million tons (Mt). South Africa exported 2.7Mt of semi-finished and finished steel products worth US$2.4bn. The country produced 5.4Mt of iron and exported 662.4 kilotons (kt) of iron worth US$245.2m. The volume of basic iron and steel products produced increased by 1.6% between in the year to March 2019, while the sales value of these products at current prices rose by 9.0% over the same period. High production costs, the inconsistent supply of electricity, and poor domestic demand continue to have a significant impact on the performance of local manufacturers and wholesalers of basic iron and steel.

Industry Under Threat

The local steel sector has been in decline since 2008/9, with pricing, margins and profitability being negatively affected by surplus, the large number of competitors, weak demand, and imports of cheap steel. Demand from the important steel-consuming construction sector has decreased as fewer projects are being undertaken by the private and public sectors. Consumption by the mining sector has also declined. The stainless steel industry is affected by cheaper imports from China, high labour costs, and increasing electricity prices. A proposed US$10bn metallurgical complex in the Musina Makhado special economic zone is expected to have significant repercussions for the local industry.

The largest steel end user industries in South Africa are the building and construction and manufacturing sectors. Of concern to the four primary steel producers, ArcelorMittal South Africa (AMSA), Cape Gate, Columbus Stainless and Scaw Metals is the low growth rate currently being experienced in these important steel-consuming sectors. Although production capacity increased in 2017, by 3.3% for steel and 6% for iron, local apparent steel consumption dropped from 5.4Mt in 2013 to 4.8Mt in 2017. According to the Southern African Stainless Steel Development Association (SASSDA), local stainless steel consumption decreased by 5.6% in 2017.

Challenging Conditions

Factors that continue to have a significant impact on the performance of local manufacturers and wholesalers of basic iron and steel include the global oversupply of steel as well as high production costs due to inefficiencies and the country’s ageing plants caused in part by a lack of investment. The increases in electricity and gas prices, high rail and port charges and the fact that adequate amounts of affordable scrap metal are not available all contribute to the difficult conditions.

The Manufacture and Wholesale of Basic Iron and Steel

Steel manufacturing plays a crucial role in the beneficiation of South Africa’s iron ore, and also supports a number of key industries such as construction, automotive manufacturing and mining. The iron and steel sector produced 6.1 million tonnes (Mt) of crude steel in 2016, exported 2.0Mt of primary steel products worth R21.9bn, and contributed 1.5% to the country’s GDP. Statistics show that every 1,000 tonnes of locally-produced steel adds R9.2m to GDP, and provides three direct and three indirect jobs.

Continuing Pressure on the Sector

The iron and steel sector continues to be adversely affected by the global oversupply of crude steel, lower priced imports from China and poor domestic demand. Although upstream producers like ArcelorMittal South Africa (AMSA) are enjoying some protection in the form of import duties imposed by the International Trade Administration Commission (Itac), the many converters, fabricators and wholesalers who operate in the downstream steel industry continue to struggle with high prices and are described as being “under siege from finished product imports.”

The South African Iron and Steel Sector

The South African steel industry is a key strategic industry, which contributes 1.5% to the country’s GDP and employs 190,000 people directly plus another 100,000 people who are employed by suppliers to the sector. Steel is a key enabler of every part of the economy, and is critically linked to the automotive, mining and construction sectors, which combined contributed 17% or R570bn to GDP in 2014 and employed 8 million people. However, the future of the entire South African steel industry is under severe threat with steel producers unable to compete with cheap Chinese imports flooding into the South African market and selling at 25% below local production costs.

Recent Developments

There have been a number of important developments in the local steel sector during 2015. The announcement in April by Evraz Highveld Steel and Vanadium that it had filed for business rescue, followed by ArcelorMittal South Africa threatening to close its plants in Vereeniging and Scaw Metals, South Africa’s third-largest steel producer, closing three plants emphasised the catastrophic impact of cheap imports and reduced consumption on the steel industry. Losses of between 10,000 and 16,000 jobs are inevitable despite the approval by the Department of Trade and Industry (DTi) in August of the imposition of a 10% duty on certain imported steel products. The establishment of an emergency task team consisting of representatives from business, labour and government has resulted in a list of measures that need to be implemented if the closure of most steel producers in the country is to be prevented.

Production

South Africa was ranked the 21st largest steel producer by the World Steel Association and produced 7.2 million tonnes of crude steel in 2014, accounting for 0.4% of global production. ArcelorMittal SA is the largest steel manufacturer on the continent and as the only company operating blast furnaces in South Africa, it is responsible for the majority of basic iron production, as well as supplying 80% of local flat steel requirements and 52% of the local long steel products.

Challenging conditions

Trading conditions have been challenging and made worse by stiff competition from Asian producers. More than 600,000 tons of steel was imported into South Africa from China during 2014 and was sold at least R500/ton cheaper than local steel. Lack of protection from cheap imports and reduced cost-effectiveness because of low capacity-utilisation make it difficult for South African companies to compete internationally. Increasing electricity prices and concerns over stable supply from Eskom, recently downgraded to “junk” status by ratings agency Standard & Poor, also threaten the success of local iron and steel product manufacturers.

Eyeing the rest of Africa

Despite the difficulties of local manufacture, South Africa is seen as a lucrative market for international companies because of the potential for growth in the rest of Africa. Regional GDP growth of 5.2% in 2015 and 2016 and the focus on the development of mining and infrastructure are predicted to create a strong demand for steel.
