This report examines the capital equipment and general purpose machinery industry in South Africa and covers the manufacturing and wholesale of key products including mining and construction machinery, agricultural machinery, and pumps and valves. There is comprehensive information on the state and size of the sector, trade, corporate actions and developments. There are profiles of 236 companies including large domestic original equipment manufacturers such as Bell and ELB Equipment, specialised manufacturers such as mining equipment supplier Master Drilling and local subsidiaries or representatives of global players such as LG Electronics.
Introduction
This report examines the capital equipment and general purpose machinery industry in South Africa. It covers manufacturing and the wholesale of key products including, among others, mining and construction machinery, agricultural machinery, and pumps and valves. The wholesale trade value of machinery, equipment and supplies stood at R270bn in 2020, while domestic manufacturing sales of machinery were worth around R103bn, and machinery producers employ over 100,000 people. Government considers the industry to be a key strategic sector for economic and employment growth, and the industry receives substantial support through a raft of national industrial policies. Nevertheless the sector had been facing significant headwinds even before the outbreak of the coronavirus pandemic and subsequent lockdowns. While machinery producers have been affected by the ongoing crisis, the fundamental challenges facing the industry are thought to be primarily structural, and include the depressed economy, declining construction sector, import penetration, and a host of factors undermining South Africa’s manufacturing competitiveness.
Strengths
• Large local machinery manufacturing capacity, and well-established companies with close links to international manufacturers.
• Reputation for high quality products and effective after sales support.
• Strong government support for localisation.
• Well-established consumer markets in the mining, construction, and wider manufacturing sectors.
• Well-located to supply machinery into regional Africa, and a number of regional supply chains have already been established.
Weaknesses
• Growing challenges and lack of capacity in the upstream value chain, particularly in the steel, electricity, and foundry industries.
• High electricity, labour, and logistics costs.
• High levels of import penetration.
• Low manufacturing competitiveness relative to key exporting nations like China.
• Partly dependent on economic growth, government infrastructure spending, and commodity prices to sustain demand in key customer industries like construction and mining.
• Shortage of skills and technical expertise.
• The industry is mature and capital intensive, with relatively high barriers to entry.
• Unstable labour market, with relatively frequently adversarial wage negotiations and industrial action.
Opportunities
• Export growth, particularly into Africa by leveraging the African Continental Free Trade Agreement.
• Long-term regional machinery demand as a consequence of African development and infrastructure investment.
• Potential rehabilitation of national water infrastructure.
• Potential to compete with Chinese machinery companies in Africa by offering superior support and after sales services.
• State commitment to increased infrastructure spending, support for more private-public investment, and economic and governance reforms would present huge opportunities if effectively implemented.
• Technological innovations, particularly in the areas of mining and the emerging technologies of the fourth industrial revolution.
• Very strong government focus on growing local demand, primarily supported by import tariffs, local content designation, and import replacement policy.
Threats
• A rising compliance and regulatory burden, ranging from the amended construction and mining charters, update employment equity regulations, and a raft of proposed import tariffs and local content requirements.
• Continued contraction of construction sector, and deindustrialisation in manufacturing industry.
• Continued load shedding and falling competitiveness relative to other developing, manufacturing, countries.
• Exchange rate volatility.
• Ongoing economic headwinds, exacerbated by the macro-effects of the pandemic and lockdown.
• Strikes, corruption, intimidation and violent disruptions of construction sites.
• Worsening finances, governance, and accountability in government, municipalities, and SOEs. The related increase in the incidence of corruption and late- or non-payment of contractors.
Outlook
For years machinery suppliers have been negatively affected by South Africa’s prolonged economic stagnation and the decline of the construction sector. The economic situation has not been helped by the lack of large infrastructure projects, widespread state mismanagement and corruption, and the coronavirus outbreak and economic lockdown. Calvin Fennel, chairman of the Construction and Mining Equipment Suppliers Association, states that there has been a general contraction of machinery sales since 2013 and the trend is unlikely to reverse now; particularly as the ongoing crisis may deepen many of the structural challenges facing the economy and further constrain public and private expenditure and investment.\r\n\r\nThe industry is also facing high levels of imports, exacerbated by the declining competitiveness of domestic manufacturers relative to cheap manufacturing nations like China. This is partly due to South Africa’s increasingly expensive and unstable electricity supply, as well as low productivity, rising wages, and relatively expensive and inefficient logistics. Many machinery players and associations have appealed to government to address these issues and the Department of Trade, Industry, and Competition has implemented a number of policies, including import tariffs to protect local players, and local content regulations designed to buoy local demand. The draft Steel Industry Master Plan also sets out a number of interventions that players hope may boost growth in the sector. While praising the interventions Fennel notes that “there is no silver bullet for the economy and until such time as large infrastructure projects are awarded, the reducing machinery market, and increasing competition, is going to be tough”. The sentiment is shared by a number of players and associations. Chifipa Mhango, chief economist of the Steel and Engineering Industries’ Federation, said that the industry’s outlook is deeply uncertain but that he expects “a tough ride ahead for 2021”.
