Protection

The imposition of safeguard duties on imports of various types of metal fasteners over the past few years has caused demand for locally-manufactured fasteners to increase, according to industry players. During 2020 and 2021, safeguard duties were imposed on imported iron or steel bolts with hexagon heads and fully threaded screws with hexagon heads.

Global Trends

As most countries recover from the impact of the pandemic, demand for fasteners is growing in most industries, but there are problems on the supply side. Steel plants have been slow to come back online, causing a global deficit that led to ongoing higher steel prices, and as steel production increases, prices of input materials like iron ore, coking coal and steel scrap are also rising due to higher demand. Many fastener manufacturers are not accepting orders because they cannot secure steel supplies. There is a global shortage of shipping containers, which has caused a surge in freight costs.

Key end-users include the mining, automotive, construction, rail, energy, agriculture and manufacturing industries. Metal fasteners were traditionally sold through distributors, but as a result of difficult business conditions some manufacturers have started to sell directly to end-users.

Coupled with weak economic growth and cheap imports from China, local manufacturers are facing difficult trading conditions. The prices of raw materials used in the production of steel have been highly volatile while constrained electricity supply and increasing electricity costs have affected electricity-intensive sub-sectors in the metals and engineering sector. Insufficient transportation infrastructure has led to production disruptions and higher input costs. Manufacturers of metal fasteners lack competitive advantage when it comes to product design as the product is standard and can be manufactured anywhere in the world, which means that price becomes very competitive.

The Manufacture and Wholesale of Metal Fasteners

This report focuses on the South African metal fasteners sector, a sub-sector of the ailing basic iron and steel industry. One of the biggest challenges facing the industry, worth an estimated R2.3bn in 2013, is the decline in the domestic mining sector which is the biggest end-user of metal fasteners. Coupled with weak economic growth and growing quantities of cheaper imports from China, local manufacturers are facing increasingly difficult times. This is reflected in the decrease in the number of people employed in the sector, from 1,260 in 2013 to 1,003 in November 2015, as well as the decline in membership of the South African Fasteners Manufacturers’ Association (SAFMA).

Government Support

The successful implementation of a number of government assistance and incentive programmes should help the metal fasteners manufacturing sector become more competitive. As state-owned enterprises such as Spoornet, Transnet and Eskom are significant buyers of metal fasteners, the implementation of the Preferential Procurement Policy Framework Act should ensure that locally manufactured goods are purchased in favour of cheaper imported items. Another positive programme that should result in increased sales is the Automotive Production and Development Programme (APDP) which aims to increase the total number of vehicles produced in South Africa to 1.2 million vehicles a year by 2020, although this target was recently revised downwards. The imposition of tariffs and anti-dumping duties on certain items should also eventually benefit the sector.
