The Manufacture and Wholesale of Non-Alcoholic Beverages in South Africa

Beverage sales, which were negatively affected by the pandemic and associated liquor restrictions, began to recover in 2021. Producers report that energy drinks and functional (health) drinks are experiencing significant growth since the onset of the pandemic, while fruit juice exports continue to see marked growth despite challenges such as port delays and market access. The sugar tax has affected soft drink consumption and is likely behind significant price increases between January 2017 and November 2021.

Pandemic Recovery

While food and non-alcoholic beverages were considered essential industries and production was not interrupted during lockdown, many beverage producers’ sales were affected by the decline in the number of gatherings and events. Sales of mixers used with alcoholic beverages fell during the four liquor bans. While volumes and sales recovered sharply in 2021, some manufacturers say that production only recovered to pre-pandemic levels towards the end of 2021.

Trends

Sales of energy drinks are forecast to grow significantly faster than carbonated drinks. There is increasing demand for low or no-alcohol drink substitutes, low calorie and low sugar options, health drinks and for sustainable packaging, resulting in the launch of fruit juice blends in returnable glass bottles and canned water.

The Manufacture and Wholesale of Non-Alcoholic Beverages

Expenditure on non-alcoholic beverages (NABs) totalled R13.4bn, contributing 6.7% to total manufacturing in February 2019 and increasing 14.5% year-on-year, partly driven by the increase in VAT in April 2018. The effect of the sugar tax that was implemented in April 2018 is still to be quantified. Almost 70% of NABs sold in South Africa in 2017 were carbonated soft drinks, while fruit juice accounted for almost 12% of all NAB sales. Carbonated soft drinks sales grew by 4.2% between 2017 and 2018 while volumes produced increased by 4.7%.

Changing Conditions

Role players in the value chain are experiencing the effects of inflation as the cost of electricity, water and transportation increases. The sugar and fruit industries, which are the major providers of raw materials to NAB manufacturers, are facing challenges related to the ongoing drought. Concentrates are the fastest-growing segment of sugar-sweetened beverages, with consumption almost doubling in the past seven years. The demand for products with no artificial ingredients or chemicals, the use of exotic flavours in carbonated drinks, cannabis-infused drinks and energy drinks continue to result in new product innovation.

The Manufacture and Wholesale of Non-Alcoholic Beverages

The June 2017 statistical release of Statistics South Africa showed manufacturing sales of non-alcoholic beverages were worth R10.5bn, accounting for 25.3% of total food and beverage manufacturing sales. More than 70% of non-alcoholic beverages sold in South Africa are carbonated soft drinks and the Coca-Cola Company accounts for almost half of these sales. The company is also the leading supplier of both prepared and natural mineral water with its Bonaqua and Valpré brands.

The Importance of Spaza Shops

A number of smaller companies that manufacture carbonated soft drinks have managed to take significant market share from Coca-Cola because of their lower prices. They have looked to retailers such as spaza shops as an informal distribution channel. Whereas wholesalers in the past were unwilling to make deliveries to spaza shops and did not give discounted prices, smaller non-alcoholic beverage manufacturers are now targeting spaza shops since they are concentrated in low-income communities where soft drinks such as carbonates and concentrates are popular.

The Impact of the Tax on Sugar-Sweetened Drinks

Non-alcoholic beverages include carbonated soft drinks, bottled water, energy drinks, sports drinks, cordials and concentrates, health and functional beverages and dairy and fruit blends. As the majority of these beverages contain added sugar, the impact of the pending introduction of a tax on sugar-sweetened drinks is the cause of intense debate among industry participants and a source of uncertainty among smaller players in the sector.
