Before the coronavirus pandemic, around 300 million tons of seaborne cargo moved through South African ports each year. The pandemic has brought into focus the critical role performed by the maritime transport industry in the delivery of medicine, food, fuel and other essential supplies, but has also highlighted the hardships facing thousands of crew members stranded at sea.

Developments

Ports operator Transnet National Ports Authority, a division of state-owned transport and logistics company Transnet, is to become an independent subsidiary, allowing revenues generated by the ports from lease income, marine services, cargo tariffs and other sources to be used to upgrade and expand port infrastructure and new equipment. Significantly, it allows for greater collaboration with the private sector. The ports authority will continue to be responsible for maintaining port infrastructure and providing maritime services.

Niche Competitive Advantages

Despite stiff competition from the subsidised boat yards of South Korea, China and Japan, the quality of locally-made boats has given the country a competitive edge in some vessel categories, particularly catamarans, where South African manufacturers are among the biggest globally and where exports are significant. South African boat yards have developed a niche advantage for custom-built boats. While competition among local boat yards is not high as companies are highly specialised, the repair market is more competitive.

In the boatbuilding sector, South Africa is the second largest producer of catamarans in the world, and local boat builders are well-regarded internationally.

A Growing Industry

With around 300 million tons of seaborne cargo moving through its ports each year, South Africa ranks among the world’s top 20 shipping nations based on tonnage handled. The passenger cruise segment represents a high growth market, and there was a 29.4% increase in passenger traffic at the Port of Durban between end-October 2018 and April 2019. Maritime manufacturing has benefitted from government’s decision to designate locally-built working boats for public procurement.

Operation Phakisa

Priorities of the oceans economy programme, which was launched in 2014, are maritime transport and marine manufacturing; offshore oil and gas exploration; aquaculture; marine protection services and ocean governance; coastal and marine tourism; and small harbour development. Initiatives that have been implemented since its inception include the establishment of the South African International Maritime Institute, a research, innovation and knowledge management roadmap, refurbishment and upgrades at various ports, work on an offshore oil and gas supply base in Saldanha and two new offshore supply vessels.

The South African Maritime Transport and Marine Manufacturing sector

The revitalisation of South Africa’s maritime industry, which is currently estimated to contribute R55bn to the country’s GDP, has been identified as a national imperative and in July 2014, the South African government presented its vision for the development of the nation’s relatively untapped “Blue Economy”. Known as Operation Phakisa, the flagship Oceans Economy programme seeks to shore up the nation’s rapid development agenda by providing impetus to the government’s infrastructure build programme and maximising South Africa’s competitive advantage.

A Developing Merchant Fleet

Situated at the southern tip of the African continent, South Africa is strategically positioned on the South-South Trade Corridor, linking Asia, Africa and the East Coast of the Americas. During the 2016/2017 fiscal year ended 31 March 2017, 10,945 vessels docked at South Africa’s eight commercial ports. The total volume of cargo handled locally amounted to 227.17 million metric tonnes, while containerised cargo totalled 4,466,000 TEUs. Until the second half of 2015 there were no locally-flagged cargo vessels on South Africa’s Ship Register, but as at May 2017, there are now four merchant vessels.

Marine Manufacturing

The South African boat building industry is characterised by a relatively high proportion of small or medium-sized owner-managed enterprises, employs around 4,000 people and is estimated to contribute R1.5bn to the domestic economy. The local sector is the world’s second-largest producer of multihull catamarans and 95% of all locally-built boats are destined for the export market. As far as the repair and refurbishment market is concerned, it is estimated that only 5% of the vessels and drilling rigs that dock in South African ports annually are serviced by the local sector.
