The Coal Mining Industry in South Africa

Although South African coal production volumes have been decreasing over the past decade, sales have increased, largely due to rising prices. The country was ranked the seventh-largest coal producer and was the fifth-largest exporter by volume in 2021. Low economic growth in South Africa, growing international opposition to coal mining and coal-fired power generation, Transnet’s underperformance on the coal export line that limits export capacity, and Eskom’s decommissioning of power stations are some of the challenges faced by the coal mining industry.

Environmental Concerns

Environmental concerns pose a major challenge to coal mining. The burning of coal is the largest source of carbon dioxide emissions, and coal mining also has a severe impact on the environment extending beyond the immediate mining footprint. Mining companies are facing increasing pressure to cease their coal mining activities and some local financial institutions are scaling back their funding of coal mining projects.

Rail and Port Issues

Among the most significant issues affecting the industry are the inadequate infrastructure provided by Transnet to move export coal to Richards Bay Coal Terminal, and its underperformance on the line. Some coal producers use more expensive road transport to ports. Coal Companies have lost significant export opportunities. They have invested in drones and private security guards to reduce incidences of copper cable theft and vandalism on the rail line to the terminal.

The Coal Mining Sector and Coal Testing Laboratories in South Africa

The South African coal mining sector, which employs more than 92,000 people, produced 254.3 million tons of coal, in 2019 and exported 78.6 million tons, with the combined value of local sales and exports totalling R139.3bn. The impact of the coronavirus pandemic on coal supply and demand, low economic growth in export markets, and growing international opposition to coal mining and coal-fired power generation because of environmental concerns, are some of the challenges faced by the coal mining sector.

Lockdown Challenges

The lockdown caused local demand to decrease, with some coal producers also selling exportable coal domestically because of low export prices. This caused an oversupply of coal in the local market which pushed prices down. Under lockdown regulations, mines supplying coal to Eskom were allowed to operate normally, while other coal producers had to place their operations on care and maintenance in the first phase of lockdown, and then resume operations incrementally.

Coal for Energy

More than 70% of South Africa’s primary energy needs, from electricity generation to steel production and brickmaking, were provided by coal in 2019. Thermal coal, or steam coal, is mainly used in electricity generation, while metallurgical coal is mostly used in steel production. In the latest Integrated Resource Plan, coal will be used to provide 59% of South Africa’s electricity generating capacity by 2030.

The Coal Mining Sector and Coal Testing Laboratories

The South African coal mining sector produced 252.3 million tons of coal and contributed 2%, to the country’s gross domestic product in 2017. The combined value of local sales and exports reached R139.4bn in 2018, and more than 86,900 people were employed in the sector. The country was ranked as the seventh largest coal producer in 2017, accounting for 3.3% of the world’s coal production.

Mounting Challenges

South Africa remains a significant consumer and exporter of coal, but coal production, exports and investment in the sector have been stagnant since 2008, despite the country’s large reserves. The industry faces major challenges including environmental requirements, rising costs, lower investment levels and inadequate water and rail infrastructure. The sector is also significantly affected by developments at Eskom, including its investment in cost-plus mines, and the draft Integrated Resource Plan for electricity which reduces coal’s role in favour of renewable energy sources and gas.

The Coal Mining sector, including Coal Testing Laboratories

During 2016 the South African coal mining sector produced 251.0 million tonnes (Mt) of coal and exported 76.4Mt of coal worth US$3.8bn. Coal mining contributed R67bn or 1.8% to the country’s GDP at current prices in 2015, while more than 77,000 people were employed by the sector.

Environmental Concerns and Continued Investment

In February 2017 Eskom was ordered to conclude long-outstanding power purchase agreements with renewable-energy independent power producers (IPPs). This is forecast to result in the mothballing of five power stations and a reduction of 55.8Mt in the amount of coal being used for electricity generation by 2022. Despite these and other steps being taken in response to environmental concerns, investment in the sector has continued. Indian company Atha-Africa Ventures is planning to develop a 2.25Mt per annum thermal coal mine, called Ysermyn, at Mabola in Mpumalanga while the Thabametsi project will develop the R2.8bn Thabametsi mine to supply 3.9Mt of coal per annum for 30 years to the nearby power station. Merger & Acquisition activity has also been brisk and included the sale of Anglo American’s Eskom-tied thermal coal mines to Seriti Resources Holdings which was announced in April 2017. Through this transaction, which is expected to be completed by the end of 2017, Seriti Resources will become the second-largest supplier of coal to Eskom.

The South African Coal Mining Sector

This report focuses on the mining of coal in South Africa as well as the activities of coal testing laboratories. South Africa depends heavily on coal as a source of economic value, employment and energy. According to StatsSA’s latest available figures, coal mining contributed R64bn, or 1.8%, to the country’s economy in 2013. The sector employs approximately 90,000 people and during 2014 the country’s coal exports amounted to 77.9Mt valued at US$5.1bn, while 183.0Mt of coal were sold locally.

Eskom’s Need for Coal

State-owned Enterprise, Eskom is dependent on coal for 90% of its power generation. Although the government’s revised Integrated Resource Plan 2010 - 2030 has targeted a reduction in South Africa’s coal-fired energy to 65% of the current value by 2030, replacing it with renewable energy (9%), nuclear power (20%), hydropower (5%), and closed cycle gas turbines (1%), industry commentators believe that these targets are unlikely to be achieved.

Challenging Conditions

Junior coal mining companies created by broad-based black economic empowerment initiatives are responsible for an estimated 30% of total South African coal production. However, many of these miners are struggling to survive because of high production costs, the low margins obtained on domestic sales and inadequate rail infrastructure for the transport of coal for export. Other challenges faced by all role players relate mainly to regulatory changes that have brought uncertainty, insufficient investment into establishing new mines, unreliable and reduced electricity supply, falling coal prices, and rapidly escalating production costs.
