Mining in East Africa

Dozens of companies are actively exploring in East Africa, which is still largely underexplored, but some of the challenges faced by exploration and mining companies include a general lack of skilled workers and inadequate infrastructure such as roads and electricity. A large number of companies are involved in the region’s mining sector, including major companies like Rio Tinto, Barrick Gold and AngloGold Ashanti. Artisanal mining forms a large part of the mining sector in East Africa. Some of the region’s most significant minerals exports are rutile, ilmenite, zircon, gold, and soda ash. Significant investment across several countries has included the opening and development of gold refineries in Rwanda and Tanzania, development of a potash mine in Eritrea and various gold investments in Tanzania, among others.

Government Initiatives

The mining sector has been identified by most countries in the region as a potential catalyst for economic development, and there is a determined effort to develop the sector and to make it more attractive to investors. This has included a draft policy in Ethiopia to attract foreign mining companies to develop its mining sector. In Rwanda, the processing of new licence applications is being streamlined while in Tanzania, the government established mineral trading centres in every region to reduce tax evasion and illegal exports of minerals. In Uganda, artisanal mining activities are being legalised to bring them into the tax net.

A large number of companies are involved in the region’s mining sector, including major companies like Rio Tinto, Barrick Gold and AngloGold Ashanti.

Regional Challenges

Factors such as a lack of infrastructure and changes to legislation continue to have a significant impact on the performance of East Africa’s mining sector. The performance of the sector is influenced by the selling price of minerals and the cost of production, and rising input costs continue to affect operating margins. Electricity is relatively expensive in most East African countries. The mining sector has been identified by most countries in the region as a potential catalyst for economic development, and there is therefore a determined effort to attract foreign direct investment.

The Region

This report focuses on the developing mining industry in the East African countries of Burundi, Kenya, Rwanda, Tanzania and Uganda, which form the regional intergovernmental body known as the East African Community (EAC). Also included in the report are neighbouring countries, Ethiopia and Eritrea which have promising mining sectors. The region has abundant natural resources, many still unexploited, including gold, copper, uranium, coal, iron, diamonds, tin and gemstones. Despite the potential mineral wealth of the region, the mining sector is underdeveloped. Ethiopia, for example, has natural reserves of copper, gold, potash, platinum, natural gas, and the ability to harness hydropower, but the country’s mineral industry accounts for less than 1% of its GDP.

Encouraging Investment

The governments of the seven profiled countries realise the importance of attracting investment into the mining sector. In Kenya for example, the government’s strategy of encouraging investment in the discovery and extraction of natural gas, oil and minerals is likely to result in foreign direct investment into the mining sector of US$644m during 2015. The regional governments are also aware that a stable and fair regulatory environment is essential for increased investment in the sector. As a result, amendments to mining acts, including incentives and preferential duties, have been effected. Uganda is one such example, where taxes on the country’s emerging oil, gas, and mining exploration industries were abolished in April 2015.
