Mining of Precious Metals and Minerals: Gold and Uranium, Platinum and Diamonds

South Africa has significant gold reserves, more than 90% of the world’s platinum reserves and a long history of mining. Increasing rand gold and platinum prices are positive for the precious metals sector. Yet the industry faces numerous challenges including the increasing depth of mines, declines in productivity, ageing infrastructure, declining grades and skills shortages. Gold, uranium, platinum and diamond producers face disruptions to the supply of, and markets for, their commodities due to coronavirus, increasing costs and electricity supply problems.

Disruption

Gold, uranium, platinum and diamond mines were put on care and maintenance from 27 March 2020 due to the national lockdown following the outbreak of coronavirus. Several companies reduced their planned capital expenditure for the year to preserve cash, and several companies declared force majeure due to their inability to supply products to customers. Mines have been resuming production since an April 16 announcement that they could come back up to 50% capacity, and permission to operate at full capacity from June 1, following gazetted guidelines for a code of practice to manage the coronavirus pandemic. However, it takes time to ramp up and significant time has been lost, and mining companies are adjusting their production forecasts.

Mining of Precious Metals and Minerals: Gold and Uranium, Platinum, and Diamonds

Mining’s contribution to the South African economy continues its long term decline. Gold’s contribution to South Africa’s GDP reached a peak of 16.7% in 1980, and had declined to only 1.3% in 2016. Policy and regulatory uncertainty, including the Mining Charter, continue to weigh on the industry and hamper investment decisions. The sector remains constrained by sub-optimal commodity prices, ageing infrastructure and operational and cost challenges brought on by increasing depth of operations and declines in productivity. The stronger rand also influenced the sector in 2017.

State of The Industry

About 75% of South Africa’s gold mines and two thirds of its platinum mines are unprofitable or making a small profit.South Africa nevertheless has gold reserves of 6,000 tonnes, which is more than 10% of the world total, and exported 119.6t of gold worth R65.1bn during 2017 and sold worth R17.7bn locally. The country’s platinum-group metals reserves of 63,000t represent more than 90% of the world total. The local diamond mining sector was the world’s sixth largest producer in terms of volume during 2017, producing 9.7 million carats worth US$3.1bn, and exporting 9.9 million carats worth US$1.3bn. While total gold demand declined during 2017, demand for gold jewellery increased, as did demand for diamonds. Local and export sales of gold, platinum-group metals and diamonds amounted to R178.1bn during 2017, and these sectors employed 306,197 people

The Mining of Gold and Uranium

Although South Africa is no longer the world’s largest gold producer and is now ranked sixth in the world, the gold and uranium mining sector is one of the largest components of the domestic mining industry on the basis of employment and export earnings. During 2016, South Africa produced 165.6t of gold, exported 103.7t worth R60.6bn and employed 116,479 people. The country was the world’s eleventh-largest producer of uranium in 2016 and it has reasonably assured uranium resources of 237,600t or 6.9% of the world total.

Declining Production

The current decrease in production has reduced gold’s contribution to the country’s economy. According to Statistics South Africa, gold contributed 3.8% to GDP in 1993, dropping to 1.2% in 2015. The issues contributing to the continued fall in production include the increasing depth of operations, continued declines in productivity, ageing infrastructure and falling gold grades. With increased travelling times for workers to reach work areas, the actual amount of time spent on production has diminished. Research conducted by the Chamber of Mines showed that if there is no substantial change in the mining methods used, local gold mining could cease in 2033. As a result, a modernisation plan comprising three stages is to be implemented by role players.

The Mining of Gold and Uranium

This report focuses on the South African gold and uranium mining sectors. During 2015 South Africa produced 167.5t of gold, which was 5.2% of the global total, and exported 118.1t worth R55.3bn. As the bulk of the country’s uranium is produced as a by-product of gold mining, the performance of the uranium mining sector is closely linked to that of the gold mining sector, and 447.3t of uranium was produced in 2015. According to the latest available data, almost 119,000 people were employed by gold mining companies during 2014.

Challenges and Opportunities

Challenges faced by the gold mining sector include a drop in commodity prices, rapidly rising input costs, policy and regulatory uncertainty, and operational challenges, such as ageing infrastructure, greater distances from the shaft to the face, and declining gold grades. The development of technology that will enable companies to mine safely and at greater depths than they currently do is viewed by stakeholders as imperative if the life of local gold mines is to be extended. Despite opposition to Government’s proposed nuclear build programme, which is estimated to cost more than R1-trillion, analysts believe it is likely to go ahead, spurring interest and investment in the uranium sector.

The Mining of Diamonds

This report focuses on the diamond industry in South Africa where, according to the Kimberley Process Certification Scheme (KPCS), 7.4 million carats were mined during 2014. Although this means South Africa was the world’s seventh-largest producer in terms of carats, KPCS statistics reveal it was the fifth-largest producer in terms of value. In total 10.4 million carats valued at US$1.7bn were exported in the same year. The domestic sector, which employs more than 13,000 people, is dominated by De Beers’ South African subsidiary, De Beers Consolidated Mines (DBCM). De Beers Sightholder Sales South Africa (DBSSSA) sorts and values DBCM’s rough diamond production and sells more than 40% of it to local diamond cutting factories and the State Diamond Trader during ten diamond sales per annum.

Falling Diamond Prices

As with all mining sectors, the challenges faced by the diamond sector include uncertainty resulting from regulatory changes, unreliable and reduced electricity supply, rapidly escalating production costs and falling rough diamond prices. Prices for rough diamonds fell approximately 15% during 2105 due to a variety of reasons: the economic slowdown in China, which resulted in weakened demand for diamond jewellery; stock market turmoil; and the difficulty cutters and polishers experienced obtaining credit. Following the decision to reduce production to better reflect current trading conditions, global diamond production has decreased.
