The Petroleum Industry in Kenya

Following Tullow Oil’s discovery in 2012 of crude oil reserves in northern Kenya’s Lokichar sub-basin, estimated at over 4 billion barrels, Kenya has been touted as Africa’s next major oil producer. Results from an early oil pilot project indicate that the reserves in Turkana’s Amosing and Ngamia fields are commercially viable. But the coronavirus pandemic and other setbacks have delayed the development of the oilfields for commercial production. The Kenyan government hopes to secure investment to construct crude oil processing and storage facilities and an oil pipeline.

Competitive Market

There are over 1,800 service stations in Kenya operated by more than 70 registered oil marketing companies that are involved in the supply, distribution and sales of petroleum products such as petrol, diesel, kerosene, lubricants and LPG. Kenya’s petroleum industry is competitive with many consumers and producers. The absence of major price wars due to government price controls means market presence, strategic locations, differentiation and diversification are key factors in attracting customers.

The Kenyan Petroleum Industry

Kenya is a net importer of petroleum products and its petroleum sector is dominated by foreign-owned companies. The sector is characterised by a large number of players that import, export, distribute and transport petroleum products. The majority of market share is held by UK-owned and JSE-listed Vivo Energy, and Nairobi Stock Exchange-listed KenolKobil and Total Kenya. Foreign investors are developing the country’s oilfields for crude oil production and exports by 2021 pending their final investment decision.

Infrastructure Developments

Construction of the 450km US$476.6m Mombasa-Nairobi pipeline was completed in 2018 and after commissioning it will replace the Mombasa-Nairobi pipeline that has been in operation for 40 years. Kenya’s midstream and downstream petroleum sector is characterised by aging infrastructure. The government announced in February 2019 that the country will not construct a local refinery to process crude oil from the Turkana oil fields, opting instead to export all its crude while continuing to import refined petroleum for domestic use.

Profiles for 25 companies are provided, including oil importing and marketing companies such as international majors, Shell and Engen, as well as small enterprise Eco Fuels Kenya Ltd which produces 25,000 litres of biofuel per annum. Also profiled is Total Kenya which in 2017 received approval from the Competition Authority of Kenya to acquire the entire stake of Gulf African Petroleum Corporation (GAPCO), majority-owned by Indian billionaire Mukesh Ambani through Reliance Industries. The transaction is estimated to be worth US$400m and means that Total’s share of the market could increase to as much as 38%, up from its current 20%.

The Kenyan Petroleum Industry

The Kenyan petroleum industry contributed an estimated 2.8% to GDP in 2016 with net domestic sales of petroleum products increasing by 6.5% to 5,044.2 thousand tonnes. Currently there is no local crude oil production and activity in the upstream industry is centred on exploration and the development of infrastructure to facilitate production.

A Net Importer

Although crude oil has not been imported since the Mombasa refinery that was owned by Kenya Petroleum Refineries Ltd (KPRL) was closed in 2013, all other refined petroleum products including petrol and diesel, kerosene, Liquefied Petroleum Gas (LPG) and paraffin wax are imported. However, the discovery of crude oil and the building of crude oil pipelines are expected to turn this situation around. The government envisages that by 2020/21 Kenya will produce 30,000 barrels of crude oil per day. This will then be available for the processing and local manufacture of products as well as for export.
