The Poultry and Egg Industry in South Africa

The poultry and egg industry accounted for one-fifth of total agricultural gross value and 40% of the gross value of all animal products in South Africa in 2020. The industry is the primary supplier of quality, affordable protein to South Africans and there are over a million households in the country engaged in some form of poultry production, mostly on a subsistence level. Consumption of poultry and egg products is significantly higher than combined consumption of beef, pork, mutton and goat meat.

Cheap Imports

While demand for poultry and egg products has consistently increased, drought, avian flu and cheap imports have affected the local industry. Imports have targeted the low-priced brown meat bone-in products that are the mainstay of the local industry. These factors have led the industry to show growth in recent years while at the same time experiencing local production capacity decline, consolidation and vertical integration.

Influencing Factors

The coronavirus lockdown reduced international poultry trade while causing an increase in demand for local poultry, in particular egg products. The industry is constrained by high input costs (particularly animal feed) and cheap and dumped imported product. Pressure on consumer spending has constrained the industry and shaped the product mix towards lower priced portions. These factors have led to consolidation in the industry.

The Poultry and Egg Industry

The poultry and egg industry is the largest sub-sector of the South African agricultural sector. The poultry industry represented 16.6% or R47.9bn of the total gross value of 2018 agricultural production of R288.6bn and is the largest animal production segment. The industry suffered numerous casualties during the avian flu outbreaks, which were exacerbated by increased competition from imports and the industry continues to consolidate. There is increasing pressure from rising input costs, particularly those for feed, transportation, energy and labour as well as declining consumer spending, although the industry was heading for a seasonal upturn in mid-2019.

Import Debate Rages On

The greatest challenge to local producers remains surging imports of individually quick frozen, brined, brown chicken meat from various countries, which local producers and interested parties contend, is sold locally below the foreign cost of production through foreign government subsidies. While this benefits meat importers, foreign exporters, consumers, local producers, importers and potential exporters continue to engage in heated public debate and legal action. Total 2018 poultry imports by volume were 19% above the 2013-2017 five-year average. Brazil is by far the biggest exporter to South Africa, followed by the United States.

The Poultry and Egg Industry

The combined gross value of fowls slaughtered, eggs produced, including eggs for hatching, and ostrich feathers and products amounted to R49.312bn in 2015/2016, accounting for approximately 42.5% of the total gross value of all animal products. According to the South African Poultry Association (SAPA), the poultry industry provides employment, directly and indirectly, for an estimated 120,000 people throughout its value chain. The sector is responsible for providing much of the animal protein consumed in South Africa, with the largest proportion being consumed by the lower LSM categories.

A Concentrated Sector

This concentrated sector is dominated by fully integrated broiler and egg producers. The major broiler producers include RCL Foods, Country Bird Holdings, Astral Foods, Quantum, Sovereign Foods and Kuipers Group. They all own fully integrated poultry operations and thus breed their own flocks, own their own hatcheries, rear their own broilers and provide feed from their own feed mills. They also own, or are involved in, the secondary industry with their own or contracted abattoirs, handling meat processing, value-added product manufacturing, distribution and marketing. Some companies also have import and export divisions. Some own retail shops and fast food chains or have contracts to supply frozen and cooked chicken products directly to restaurants, fast food chains and supermarkets.

The Poultry and Egg Industry

The Department of Agriculture, Forestry and Fisheries (DAFF) reports that the poultry and egg industry contributed 42% of gross agricultural animal product and almost 21% of total agricultural gross product value in 2015, with the poultry meat sector delivering gross value of R38.8bn and the egg sector R9.8bn. The industry sector, and the well-being of many industry players is currently severely challenged by the effects of the drought, escalating feed prices, tight operating margins, new brining regulations, increasing imports and production management labour issues, all of which have directly or indirectly resulted in considerable corporate action over the period, with ongoing industry consolidation forecast.

Drought and Imports

The industry faces an unprecedented influx of poultry meat imports into the country from existing exporters, the resumption of AGOA imports from the United States as well as anticipated new entrants without import caps, such as Poland. The resultant oversupply, in conjunction with reduced consumer spending on meat and eggs, rising feed prices due to drought induced diminished local harvests of primary raw materials, and increasing costs of imported raw materials continue to pressure producer prices. The survival of a number of industry players hang in the balance, corporate activity is high and further industry consolidation is expected.

This report focuses on the poultry and egg industry, the current state of the sector, developments within the sector and factors influencing the success of the industry. The report also profiles 13 industry players, ranging from RCL Foods Ltd which raises 208 million chicks per annum to emerging producer Red Barn Farms based in the Western Cape which produces chicks and eggs and employs six people.

The South African Poultry and Egg Industry

In 2014 the value of poultry meat reached R33.8bn and the eggs sub-sector recorded a value of R9.2bn. Combined, the industries directly and indirectly employ more than 115,000 people. The poultry industry is highly concentrated and dominated by fully integrated broiler producers that also own, or are involved in, the secondary industry with their own abattoirs, handling meat processing, distribution and marketing, as well as importing and exporting divisions. Some own retail shops and fast food chains, or have contracts to supply chicken products directly to restaurants, fast food chains and supermarkets. The egg industry is also highly concentrated with the three main producers, Eggbert, Nulaid and Highveld Cooperative, commanding 51% of the egg market.

Lack of Competitiveness

Although chicken is the nation’s first choice of meat protein and eggs rank fourth, profitability in the industry is problematic and is heavily dependent on the price of chicken feed and on protectionist tariffs and anti-dumping duties. Large numbers of cheap imports over the past five years have negatively affected local commercial producers as well as emerging farmers: 110 emerging broiler producers and 44 emerging egg producers stopped farming during the course of 2014. The proposed brine injection cap is also expected to contribute to a lack of competitiveness within the sector. Although the Government asserts the impact of the recently renegotiated AGOA treaty will be manageable, the South African Poultry Association (SAPA) estimates that the import of 65,000 tons of chicken could result in the loss of 6,500 jobs and R900m in turnover.
