Preserving and Processing of Fruit and Vegetables

South Africa’s fruit and vegetable processing industry has been identified as a key driver of inclusive and labour-intensive growth. Food and beverage manufacturing revenue was R566.7bn in 2019 and revenue in the fruit, vegetable, meat and fish processing sector was around R155.7bn. The industry is increasingly concentrated and competition among major processors is on the rise. The sector faces a number of challenges including constrained consumer spending and increasingly stringent health and safety standards and regulations, especially for exporters.

Exports

Over 80% of canned fruit is exported annually to Europe, America and Asia, and trade agreements and food safety are critical to the sustainability of the export market. More than 50% of South African dried fruit, including seedless raisins, sultanas, currants, peaches, pears, apricots and prunes, is also exported and major destinations include the UK, Germany, Japan, China and Singapore.

Coronavirus

The onset of the pandemic coincided with summer crops being in season and caused minimal disruption. However, some manufacturers have stated that international turnover was severely affected by the slowdown in exports of canned fruit to China since early January and constraints at the port of Cape Town. The sector benefited from people buying larger quantities than normal when the country went into lockdown due to fear of food shortages.

Preserving and Processing of Fruit and Vegetables

The fruit and vegetable processing industry is part of the agro-processing sector, an increasingly important contributor to South African employment and the wider economy. The industry's major products include canned fruit, pulps, purées, dried fruit, jams, spreads, fruit juice, canned vegetables and sauces. Estimated total sales of fruit and vegetable preparations, including exports, are between R21bn and R23bn as of 2017. The sector is dominated by large companies, with the largest five accounting for near 50% of total revenue in the industry.

Importance of Exports

Over 80% of locally canned fruit is exported annually to primary export destinations including the United Kingdom, Asia, and the United States. Asia, the Middle East and Africa are growing markets for South African fruit preparations.

Influencing Factors

The drought in the Western Cape has decreased fruit yields, increased input prices for processors, and reduced margins in the export market. There was a 20.4% drop in production in the last season in wine grapes, table grapes, pome and stone fruit, citrus, alternative fruit, and major vegetables. The introduction of a sugar tax and compulsory inspection services will increase compliance costs, while the policy of land expropriation without compensation has caused uncertainty in the sector. Processors are nevertheless investing in expansion and new product lines to gain market share and take advantage of export opportunities in growing markets.

Preserving and Processing of Fruit and Vegetables

The processing of fruit and vegetables is a sector of the agro-processing industry that has become increasingly important to South African manufacturing and was worth R14.6bn in 2015. There were 55,105 people employed in food processing activities during the second quarter of 2016, with an estimated 15,000 working directly in factories processing fruit and vegetables. Due to the industry's close linkages with primary agriculture, fruit and vegetable processing also supports more than 100,000 on-farm labourers.

Growth and Consolidation

While horticultural production fluctuates and the industry experiences occasional supply shortages, the sector is expanding and consolidating. Overall the total volume of purchases for processing has increased, driven by investment into processing facilities and the consequent expansion of processing capacity. The consolidation of the sector has been driven in recent years by the Rhodes Food Group, which has acquired a number of companies involved in fruit and vegetable manufacturing.

Importance of Exports

The fruit and vegetable processing sector supplies both foreign and local markets and according to the South African Fruit and Vegetable Canners Export Council, some 82% of locally canned fruit is exported annually. In 2015 the industry exported processed fruit and vegetables to the value of R7.77bn, with fruit juice accounting for nearly 50% of this figure. Although the United Kingdom, European Union and North America have historically been the country’s primary international markets, China has been identified as the fastest-growing export market for processed fruit products.

This report focuses on the preservation and processing of fruit and vegetables in South Africa. Part of the agro-processing sector, the industry is increasingly important to local manufacturing. It is worth over R10bn, employs around 18,000 people, purchases large quantities of fresh horticultural products and has a positive export profile. Although it has to import juice products, South Africa is a net exporter of fruit and vegetable preparations, exporting processed fruit, vegetables, pastes and juices to the value of R7.1bn in 2014.

Support and Investment

The high levels of support and investment received by the fruit and vegetable processing industry indicate the importance of the sector. Numerous small berry projects in KwaZulu-Natal and citrus growing and processing activities in Limpopo and Mpumalanga have been the recipients of Industrial Development Corporation (IDC) support. There has also been large-scale private sector investment in new technologies and facilities resulting in increased fruit and vegetable processing capacity and efficiency. Statistics indicate that excluding grapes and berries, about 1.4 million tons of fresh produce was purchased for processing in 2014. The acquisition of Boland Pulp, one of two large-scale concentrate processors in the Western Cape, by the Rhodes Food Group is only one of numerous acquisitions in the sector to date during 2015.
