The Production, Processing and Preserving of Red Meat in South Africa

The red meat industry has still not completely recovered from droughts, which led to a red meat shortage, and is struggling with significant increases in input prices including fuel and feed. The slowing economy has seen consumers switch from lamb and beef to cheaper meat products such as pork and poultry, while some are reducing their red meat intake. Beef and veal production has doubled since 2001, while the production of pork has almost tripled. The livestock value chain is dominated by big commercial producers that have linked production activities with distribution and processing.

Key Issues

Input costs of items such as fuel and feed have risen significantly, driven by the Russia-Ukraine war, and are reducing profitability in the sector. Exports are being affected by disease outbreaks and logistics issues such as port congestion, poor roads and attacks on rail infrastructure. Red meat exporters could significantly ramp up exports if they increase traceability. Uncertainty about land reform, expropriation without compensation and attempts to expropriate productive land continue to weigh on the industry.

Meat Alternatives

Retailers report a significant increase in demand for alternative meat products, but the industry is small as most South Africans remain big meat eaters. Some consumers have reduced meat consumption over concerns regarding the sustainability of meat production and to cut costs. Retailers have responded to increased demand by increasing the range of vegan and plant-based products in their stores.

Production, Processing and Preserving of Red Meat

Having not completely recovered from the 2015 and 2017 drought, which led to a shortage of red meat, the red meat sector has been struck by the onset of the coronavirus pandemic and the declaration of a state of emergency and lockdown. Despite expectations of a significant economic contraction, the sector has mostly been able to weather the challenges introduced by the pandemic, and meat production is expected to increase marginally in 2020. The sector was affected by the initial closure of hotels, restaurants and takeaways and ban on hot food sales. Economic concerns led many people to reduce consumption of high-priced red meat items.

Imports and Exports

Brazil supplied 32% of South Africa’s imported meat products in 2019, followed by the US, Poland and Germany, with poultry making up 72% of the value. South Africa’s agricultural exports fell in 2019, partly affected by the drought and the outbreak of foot-and-mouth disease at the start of the year. Between 2012 and 2019, meat exports grew 30%, with the biggest export markets outside of Africa being the Middle East and China. Beef accounted for 48% of meat exports in 2019, poultry 33% and pork 10%.

The Production, Processing and Preserving of Red Meat and Red Meat Products

The production of red meat, a sector that is valued at approximately R46.3bn per annum, is slowly emerging from one of the most difficult production periods on record as a result of the recent drought. As at June 2017, slaughtered cattle generated income of R34.04bn, an increase of 11.1% on the previous year, slaughtered sheep income was 16.2% more than 2015/2016 at R7bn and the gross value of slaughtered pigs amounted to R5.25bn.

A Varied Sector

Cattle, pigs and sheep are reared in many different ways in a variety of extensive and intensive farming production methods throughout the country by a variety of industry players from subsistence farmers to mega-farmers. Following deregulation of the meat industry some larger feedlots such as Karan Beef, Sparta Beef and Sernick Group, now slaughter their own animals, wholesale carcasses and retail own-branded meat and processed meat products.

Herd Rebuilding

The sector faces a difficult second half to the 2017/2018 season because of the herd rebuilding that is in progress in most provinces following the resumption of rainfall. The rebuilding process results in reduced livestock inventory for sale to realise potential profits. Those industry players that have sufficient inventory to satisfy demand report business is good on reduced volumes and significantly higher prices. The gap between these producers and those that have limited inventory is growing, supporting the trend to industry consolidation and the growth of larger industry players.

This report focuses on the South African red meat sector, where the value of the production of the formal industry was estimated at R44bn in 2015. During the last decade domestic per capita consumption of red meat has risen steadily and the official estimate for formal sector consumption for the 2014/2015 season was 27.23kg per capita per annum up from 24kg per capita per annum in 2013. Red meat animals, primarily cattle, pigs, sheep and goats are reared in many different ways in a variety of extensive and intensive farming production methods throughout the country by a variety of industry players from subsistence farmers to mega farmers.

Drought

The production sector faces one of the greatest challenges, in the form of the current drought, yet experienced since formal agriculture commenced. Sustained drought has resulted in a rapidly diminishing national herd and in May 2016 eight provinces were declared disaster areas by the government. Both commercial and informal farmers have been affected and there was a year-on-year decline of 12.7% or R1.306bn in livestock inventory for the January to December 2015 period. There are long-term financial and debt implications for possibly as many as 2,000 commercial farmers, who Agri SA estimated in February 2016 were in severe financial distress, and 80,000 small-scale farmers.
