Low activity levels in the construction sector and rising input costs are providing challenges for the quarrying and the phosphate rock mining sectors. The construction sector, on which the industry relies, continues to struggle, largely due to low government spending on infrastructure, while some industry operations have experienced community unrest. Infrastructure projects are increasingly being packaged into smaller parts to allow emerging construction companies to take part in infrastructure development, leading some quarrying and phosphate companies to adapt their business models. South Africa’s quarrying sector consists of a large number of players, including global cement producers like LafargeHolcim, major South African companies like PPC, and many smaller producers.

Phosphate Rock Developments

The mining of phosphate rock is carried out by one large company, Foskor, and one smaller producer, Gecko Fert, while Kropz is developing a new mine. Foskor increased its production of phosphate rock concentrate but it continues to make losses and its board is reviewing its underperforming operations to develop a turnaround plan which may include it being modernised and possibly downscaled. Kropz, which has made a significant investment in the development of its Elandsfontein mine and processing facility on the West Coast, has delayed commissioning.

Stone Quarrying, Clay and Sandpits

The Department of Mineral Resources (DMR) lists 881 quarrying operations located throughout South Africa. 92.2 million tonnes of mined aggregate, clay, natural sand, dimension stone and limestone to the value of R9.4bn was sold locally during 2016 while the value of exports of quarry products reached US$61.5m. Although the majority of quarries are individually owned by small operators, a number of large companies are also involved in the sector. These include cement producers like Lafarge, PPC, AfriSam and Dangote Cement that own limestone quarries, construction companies such as Raubex that own sand and aggregate operations, and brick manufacturers like Corobrik that own clay quarries.

A challenging environment

The quarrying sector is largely dependent on the construction industry for demand for its products and the decrease of 0.5% in the construction sector in the second quarter of 2017, following the decrease of 0.8% during the first quarter, has resulted in trying times for companies. Rapidly rising input costs and regulatory uncertainty are also proving challenging. During June 2017 the Chamber of Mines lodged an urgent application to the High Court to prevent the implementation of the Reviewed Mining Charter published earlier that month. The organisation stated that should the Mining Charter be implemented, it will “destroy the very industry whose survival is necessary to give effect to the objects of the Mineral and Petroleum Resources Development Act.”

The South African Market

The Department of Mineral Resources (DMR) lists 701 quarrying operations, 580 of which are operations involved in the quarrying of aggregates and natural sand. The aggregate and sand sector employs approximately 7,500 people and the most recent figures available from the DMR and the Chamber of Mines set the 2012 value of aggregate and sand production of 53 million tons at R4.5bn.

Challenging Conditions

The Aggregates and Sand Producers Association of Southern Africa (ASPASA) classes quarrying as surface mining or open-pit activity, which falls under the industrial minerals sub-section of the mining sector. Thus the Department of Mineral Resources (DMR) has oversight over this sector and prescribes the licensing and permit regime under which a quarry can be legally operated. However, a recent investigation by the South African Revenue Service (SARS) concludes in a draft interpretation note presented to parliament that quarrying is not a mining activity, but a manufacturing process. This will have important implications for the sector which is currently struggling in a low growth environment where the roll-out of government’s R847bn strategic infrastructure spend has been slow, thus impacting negatively on demand for quarry outputs.
