The wholesale and retail of food in South African generated well over R1.2tn in revenue in 2022. If the growing but hard to quantify informal food trade is included, food trade revenues could be in excess of R1.4tn. The food retail industry is concentrated and dominated by four national, vertically integrated companies that control more than half the market. Facing reducing returns in a mature, saturated South African urban market and African investments that have produced mixed results, retailers have also dealt with unforeseen events that put them under revenue, profit and balance sheet pressure.

Response

National retailers have responded to these pressures with investment strategies aimed at lowering prices and differentiating stores. They continue to look for new markets in small towns, rural areas, and townships. Food wholesalers, independent retailers, and informal traders, under pressure from this retail expansion into markets that were previously their preserve, have adopted new strategies to attract consumers. The biggest risk to the success of these responses is the ability of consumers to sustain their shopping spend in an environment of low growth, high inflation and high unemployment.

African Investment

South African retailers have largely retained their presence in Southern Africa while withdrawing from some West and East African markets. Retailers continue to experience risks including currency devaluations and high inflation. Many consumers in African countries with strong informal channels have resisted migrating to supermarkets, limiting their visits to occasional bulk-buying while continuing to rely on informal traders for their daily purchases.

National supermarket chains and their development have also had a fundamental impact on the shape and functioning of the food wholesale and upstream food processing and agricultural industries.

Resilience and Challenges

The strength and resilience of the food retail industry in adequately supplying South Africa was evident during the pandemic and the widespread unrest in KwaZulu-Natal and Gauteng in July 2021, despite the disruption to trading, property, stock levels and supply lines. The vulnerability of the industry, however, has been seen in the challenge of weakening consumer spending power and saturation in supermarket and shopping centre supply in major urban areas. This saturation has driven retailers to invest in Africa and in South Africa’s small towns, rural areas and townships. The results of this expansion have been mixed.

Trends

The rapid increase in online food purchases and delivery was a major feature of the industry over the past year as food ecommerce accelerated considerably. South African food retailers have also aggressively pursued convenience markets such as forecourts and increased private label foods in terms of range and sales. Difficulties in certain countries on the African continent resulted in major retailers reconsidering their investments in some markets.

Rapid store expansion and the ongoing formalisation of the market have resulted in relatively high levels of concentration, and the sector is led by a handful of very large retail companies.

Complex Market

Competition has increased dramatically as the grocery market has matured. The lines between traditional retail and wholesale channels is blurred, and the larger players have substantial procurement, central warehousing, and distribution divisions. The traditional wholesale and fresh produce markets are being eclipsed by the retail trade as larger farmers supply directly to supermarkets and smaller and informal traders make more use of the leading grocery companies for their supply. Supermarkets have expanded into less central areas, local convenience stores, and garage forecourt retailing.

Coronavirus

The coronavirus outbreak has had a significant effect on consumer shopping patterns and analysts expect the rising demand for food and essential grocery products to provide a short-term boost to supermarket sales and revenues. While panic buying has subsided, overall demand for food remains elevated. There has also been a massive increase in demand for online shopping services.

The Wholesale and Retail of Food

A precise valuation of the entire wholesale and retail market for foodstuffs is complicated by the fact that the informal sector continues to play a significant role but estimates of its value vary wildly. Recent market surveys indicate an estimated figure of between R42bn and R46bn for the informal food retail market in 2016. In contrast, Pick 'n Pay, citing Nielsen, states that the informal sector accounts for between 30% and 40% of South African food sales and estimates the total market for 2018 is worth more than R800bn. A number of submissions to the Competition Commission, which is currently conducting an inquiry into the Grocery Retail Market, state that South Africa's large retailers hold more than 70% of national market share and some estimates reach as high as 90%.

Economic Conditions

The South African grocery industry is highly dependent on consumer spending and economic growth. While positive at 1.3% year-on-year, GDP growth in 2017 was muted and consumers were pressured as real incomes failed to keep up with relatively high food price inflation. Combined with high unemployment, South Africa's slow economy is not conducive to increases in disposable income and retail sales growth has been muted. However, proportional grocery spending at middle- and upper-income households is increasingly rapidly and retailers are looking to leverage the upmarket, high-margin niche currently occupied by Woolworths.

The South African Food Retail Sector

This report focuses on South Africa's retail food sector, with particular emphasis on the large supermarkets and the major grocery product lines. The retail food sector was worth R400bn in 2014 while the informal market is estimated to be worth a further R150bn. While the formal food retail sector, which includes beverage and tobacco retailing, employs approximately 380,000 people, the informal sector is estimated to employ anywhere between 150,000 and 300,000 people.

Challenges and Opportunities

Generally poor economic conditions, including slow growth and high unemployment have continued to constrain consumer spending while the weakening Rand and concerns relating to electricity have increased costs. In spite of this large retailers have continued to produce positive, though muted, results. As a result of the challenging business environment and high levels of competition, retailers have looked at expansion by increasing the number and size of premises and by offering convenience services, with a focus being placed upon large supermarkets becoming 'one-stop' shopping and service destinations. Convenience has also been the key driver of the expansion of top-up and forecourt shops at service stations around the country. Statistics show that the forecourt convenience store market was worth R14.8bn in 2015, an increase of 13% compared to growth of 6% in the total food retail market.
